Projects to be completed on time in Baluchistan. On Tuesday, a high-level meeting chaired by Chief Minister Jam Kamal Khan Alyani examined various project approvals, authorization, and disbursement from relevant forums.

He updated the committee on new and ongoing public sector development initiatives, which were presented by Hafiz Abdul Basit, Additional Chief Secretary for Planning and Development (PSDP). According to him, the current PSDP comprises 2,286 new development projects and 1,525 ongoing development activities. He made a total of 184 presentations of flagship projects.

New plans for the current financial year include 155 PDWPs and 2,131 DSC development programs. The meeting was informed about new departmental development programs. Forums for approving new development projects should convene regularly.

Chief Minister Alyani urged staff to complete new project preliminary work by September 30. TPL REIT intends to raise $500 million via an investment trust. A Pakistani real estate development company has announced ambitions to raise $500 million via a private investment trust, calling it one of the country’s most significant fundraising initiatives.

According to Ali Jameel, chief executive officer of TPL REIT Management Co, the company plans to finalize the deal by June, with an internal rate of return of more than 30% in local currency.

“TPL REIT Management Co intends to raise 60% of the targeted capital from overseas investors, 30% from domestic investors, and the remainder from its parent TPL Properties Ltd,” Mr. Jameel was reported by Bloomberg as saying.

He stated that construction activity was booming due to increased access to finance for both developers and buyers, and the trend was projected to continue tremendously in the coming years. Additionally, he stated that the company planned to float the REIT in Pakistan and abroad within three years. The proceeds would be utilized to finance three real estate projects, including a technology park, a high-end residential skyscraper, and a gated seaside community.

According to the company’s website, TPL Properties Limited was incorporated in Pakistan in February 2007 as a private company with the primary objective of investing in, purchasing, developing, selling, leasing, or disposing of real estate assets. The judge denied Advocate Masud’s request to represent Ruda and summoned its CEO, Imran Amin. The hearing resumed with the Ruda CEO’s appearance. Ruda had previously changed four lawyers without receiving a no-objection certificate from each previous lawyer, Justice Karim remarked. He indicated the new attorney appeared without the old counsel’s NOC.

The judge threw down the government and Ruda’s applications and fined the authority Rs500,000. The judge also chastised the CEO for not signing the application. The CEO asked the court for an apology and argued the project was public. Furthermore, the stay on the proposal had prevented the government from building a road. The judge said the Ruda case indicated the multi-billion dollar project was in the hands of inept people.

On Sept. 14, Justice Karim renewed the stay.

Farmers’ lawyers Sheraz Zaka and Ahmad Rafay Alam filed petitions opposing the proposal. The petitioners contested Ruda’s land acquisition procedures for the project. There were 18 awards in one day, despite protests from the landowners, they alleged.

The petitioners also questioned the legitimacy of commercial land acquisitions made under the Land Acquisition Act of 1894. Some petitioners questioned the legitimacy of the project’s EIA prepared by an unregistered consultant.
