The PCB, on the other hand, neglected to begin construction on the property, causing the CDA to terminate the 33-year lease. The CDA granted authorization to the federal government in 2012 to re-start construction work on the site, which began in 2013.

This time, the organization was granted 35 acres of property and wanted a 30 percent share of all revenue earned by the activities held at the venue once it was completed and operational.

State institutions’ names can no longer be used by co-op housing societies

Cooperative housing societies will no longer be permitted to use the names of state organizations. People who name their cooperative housing groups after government departments or ministries have been told by the Capital Development Authority (CDA) that they have three weeks to change their names or be punished.

Public interest case: This case has been going on for a long time. It first came up in the Islamabad High Court in the year 2020. At the time, IHC Chief Justice Athar Minallah said that the names of government ministries or divisions couldn’t be used by private people to run housing societies, so they had to change them.

The high court made similar orders this week. This is the second time this week. Deputy Commissioner Hamza Shafqaat got a letter from the civic group on Friday. They asked him to make sure the circle registrar of Cooperative Housing Societies did what they said.

CDA spokeswoman Dawn said that as far as they know, the deputy commissioner will order the circle registrar of Cooperative Housing Societies to do something tomorrow (Monday).

A letter from the CDA asks DC to follow high court orders, and a directive is expected on Monday.

There have been a lot of them using the names of government bodies. As a result, their names need to be changed in the CDA records and in the Circle Registrar Office of the district government. People can be told to do things like this because of Section 16-A of the Cooperative Housing Act.

Asked what would happen if these societies didn’t change their names, Mr Shah said that they would have to hold annual general body meetings (AGMs) where the change of name could be discussed. After getting a majority vote, the cooperative housing society could adopt a new name.

Societies: If they don’t, we’ll have no choice but to tell the circle registrar Housing Societies to get rid of their management and take over these societies for us. Once this is done, the circle registrar will call the AGM, where a new name for the group will be discussed.

Mr Shah said that the city would follow the court’s orders. Cooperative housing societies that were built with money from the public or from the members are only under the jurisdiction of the CDA, he said. These orders only apply to those societies.

It’s important to point out that the city also has a list of illegal or unapproved housing projects in Islamabad. On the CDA website, there is a list of at least 140 of these groups.

Even among these, there are a lot of groups that use the names of government institutions, like the Judicial Employees Housing Scheme, Kirpa Chirah Road, the National Police Foundation on PWD Road, PTV Colony, and OGDCL Town.

Recently, a subcommittee was formed by the Senate Standing Committee on Interior to look into the issue of housing societies that didn’t give plots to people who had paid their dues, even though they had. Pakistan Atomic Energy Commission Employees’ Cooperative Housing Society, Jammu and Kashmir Housing Society, Pakistan Medical Cooperative Housing Society, Ghauri Town Housing Society, and Ghauri Green are some of the groups that the body is supposed to look into, as well as other groups.

Rawalpindi cantonment boards to seal schools and colleges tomorrow

Rawalpindi cantonment boards to seal schools and colleges tomorrow. As the deadline for private schools to move out of residential areas passed on December 31, the boards of the cantonments in Rawalpindi and Chaklala plan to close schools, colleges, and shops from Monday (tomorrow).

However, the All Private Educational Institutions Joint Action Committee said it would fight to keep the schools open until the Supreme Court decision on their petition to review the law, which they filed in 2010.

An apex court ordered the boards to clear cantonment residential areas of commercial activities in 2019. The petition was filed against the order, which was made in 2019.

An official from the Rawalpindi Cantonment Board (RCB) told Dawn that teams had been formed to start taking action against private schools in the residential areas on Monday.

Owners want the government to wait until the Supreme Court rules on their review request before they can do anything.

He said that based on a survey by the civic group, there were 493 private schools in the cantonment area.

Some 454 educational institutions have been built on private land, with 369 in narrow streets and 85 on main roads. All 39 schools are on land that the government gives to them on a lease.

Most of the new survey was done to help the schools that weren’t on main roads and didn’t get in the way of cars. He said that schools and colleges near major roads are likely to be the first to be targeted.

He said that the cantonment boards were unsure about closing schools and colleges after the residents of the area pushed them to do so.

“The vice chairmen of the cantonment boards in Rawalpindi and Chaklala were from the opposition party, the PML-N,” he said. “The party’s divisional chief, former MNA Malik Ibrar, has already said that he will not allow the schools to be moved from residential areas.”

Because of that, he said, the federal government told him to follow the Supreme Court’s order. They had made plans to start working on Monday because Saturday and Sunday were off every week.

Qaiser Mehmood, a spokesman for the RCB, said that the deadline to move schools and businesses from residential areas passed on December 31. The Supreme Court’s order will be followed.

He said that 24 schools had been closed so far, including 22 on private land and two on government land that had been leased.

He said elected members didn’t stop the civic body from taking action because, under the law, all organizations and civic bodies had to follow the rules set by the top court.

When Dawn asked Abrar Ahmed Khan, a member of a joint action committee, if some cantonments had shut down schools in other parts of the country, he said that no action had been taken in Rawalpindi and so far Chaklala.

She should wait until the Supreme Court rules on the case.

He said it would make their lives even worse if schools were shut down. Inflation had already made their lives miserable, and the closure of schools would make things even worse for them.

There was also a protest outside the National Press Club against the move.
