Center obstructing hydel electricity projects in KP: CM Mahmood Khan

PESHAWAR: Mahmood Khan, the chief minister of Khyber Pakhtunkhwa, called the ruling coalition in the center a “mafia” on Friday. He also said that the policies of the “imported” government were making it hard to start hydropower projects within the province.

“Until this mafia is in power [in the center, no one will be able to promote clean and green energy in KP,” Mr. Mahmood told the assembly in a speech about the provincial budget for the financial year 2022-23, after the Rs1.33 trillion budget, including a Rs418 billion development outlay, was approved.

He criticized the federal government’s policies and said that an elected government was overthrown in the middle of the night because of its independent foreign policy and initiatives to help the poor. When he said bad things about the federal government, the house went crazy.

Ikhtiar Wali, a member of the Pakistan Muslim League-Nawaz, tried to stop the leader of the house from speaking, even though the chair warned him several times not to.

When Mr. Wali kept protesting, the chair called for the sergeant-at-arms and told him to kick the MPA out of the house.

The chair also said that opposition members couldn’t come in for two days, on Monday and Tuesday.

Other people in the opposition did not show support for him, and they did not walk out.

Before the meeting began, members of the government and the opposition came to an agreement to pass the budget.

The food minister, Atif Khan, called the leader of the opposition, Akram Khan Durrani, and asked him to pull all cut motions so that the budget could be passed quickly.

He said that since Independence, the International Monetary Fund had given Pakistan a total of 23 packages. However, the current “imported” federal government blamed the last PTI government for the terrible state of the country’s economy.

“Unfortunately, they [federal government] blame us [PTI] for their failures,” he said, adding that former prime minister Imran Khan turned the country around when it was about to go bankrupt.

When the PTI government was thrown out, Mr. Mahmood said, the country’s GDP growth rate was 6%.

“Prime Minister Imran Khan’s government was overthrown because of its independent foreign policy, his brave stance at the UN on Islamophobia and the Kashmir cause, initiatives to help the poor, and a record rise in money sent home from abroad,” he said.

The chief minister said that the “imported” policies of the government were to blame for the visible drop in the value of the rupee against the dollar, “unbearable” power outages, and record inflation.

He said that the federal government had raised the price of electricity by Rs5.27 per unit and was planning to make people’s lives even worse by putting in place a fixed tax system.

Mr. Mahmood said that big projects in KP were being left out of the federal Public Sector Development Program. He said that the center cut Rs21 billion from ex-budget. Fata’s

PM Shehbaz said that the country’s journey over the last 75 years has been full of “missed opportunities” and many obstacles. But, he said, “But it’s never too late.”

“I am sure that we can still make Pakistan the country that Quaid-e-Azam and Allama Iqbal dreamed of if we learn from our mistakes and work hard to make up for lost time.”

At the airport in Faisalabad, a new runway is going to be constructed

FAISALABAD: Airport Manager Muhammad Anwar Zia said that the new runway at Faisalabad International Airport will be finished by October of this year. This will allow Boeing 777 planes to land.

On Thursday, he told the Faisalabad Chamber of Commerce and Industry (FCCI) that work was also being done on the air cargo complex and that 75 percent of the work should be done before the runway can be used.

Zia was happy with the number of passengers and air cargo, and he said that 102 domestic and international flights were running smoothly out of Faisalabad airport.

Taimur Jhagra said center wants KP to surrender Rs117bn in uplift funds

Taimur Saleem Khan Jhagra, the finance minister of Khyber Pakhtunkhwa, said on Thursday that the centre had told the province not to use Rs117 billion that had been set aside for development projects in the province.

“In a letter, the federal government asked our [KP] government to sign an agreement to stop spending Rs117 billion,” the minister said in the provincial assembly while waving a piece of paper.

He said that the provincial government won’t sign that MoU.

Mr. Jhagra said he thought the International Monetary Fund didn’t know about the move by the federal government.

Minister says wanted MoU won’t be signed by the provincial government.

He asked both the treasury and the opposition to go to the house with a joint resolution against the centre for asking the province to give up such a large amount of money.

When talking about multiple cut motions, the minister said that the development projects in the province would end if the PTI government signed the MoU.

The minister didn’t say anything else about what the MoU said.

He also said that the federal government was not willing to give Rs5 billion to tribal districts.

Mr. Jhagra asked the federal government to give money for the Sehat Card and other plans to improve the former Fata.

He asked the opposition benches to ask their central coalition government to call a meeting to talk about the National Finance Commission (NFC) Award, the AGN Qazi formula, and the 2017 census.

Mr. Jhagra talked about the achievements of the Pakistan Tehreek-i-Insaf government in the province over the last nine years. He said that in the last two years, more than 100 million people had used the Bus Rapid Transit service in Peshawar.

He said that if the government took away a subsidy for the BRT, it wouldn’t worsen the commuters’ money problems.

The minister said that another thing the PTI government had done well was to give Sehat Cards to 40 million people in the province. He said that the healthcare card system had helped about 8 million families. He said that big projects could be done with the help of the private sector. He said that the public-private partnership had been used to build the Swat Expressway and that it would also be used to finish the Peshawar-Dera Ismail Khan Motorway.

Earlier, the opposition MPAs criticised Chief Minister Mahmood Khan for not going to meetings of the National Economic Council and other constitutional forums.

Khushdil Khan, a member of the Awami National Party, said that those forums were very important, but that the provincial government was only represented by a bureaucrat.

He said that the federal government wouldn’t give money to the province if the chief minister didn’t show up at these kinds of meetings.

Ahmad Kundi, a member of the Pakistan Peoples Party, backed Khushdil Khan and said that the chief minister had moved away from the centre by not going to the NEC and other meetings. “The province will suffer if the chief executive doesn’t attend these meetings,” he said, adding that the province was already being denied its rights.

When he talked about his motion to cut, Opposition Leader Akram Khan Durrani said that the PTI government had taken out loans worth more than Rs3.87 trillion.

He said that when the Muttahida Majlis-i-Amal was in charge, the province’s debts added up to Rs87 billion.

Mr. Durrani said that the new chairman of the National Accountability Bureau would take over the office in two weeks and start looking into projects like BRT and Billion Tree Tsunami, which is one of the PTI government’s biggest projects.

He said that in the last four years, the PTI government had not been able to get the Chashma Right Bank Uplift Canal project added to the federal PSDP.

The leader of the opposition said that JUI-F leader Maulana Fazlur Rehman should get credit for adding the canal project to the PSDP, which would give the province enough food to feed itself.

He said that the KP government was responsible for 35% of the whole project.

Mr. Durrani said that the members of the opposition would not pull their motions to cut.

Earlier, the leader of the opposition criticised the chair, Deputy Speaker Mahmood Jan, for being “hostile” to people from the opposition parties and asked him to change.

He asked the chair to give the opposition members enough time to say what they thought about the next budget.

The deputy speaker said he wouldn’t take orders, so no one should try to put pressure on him.

He said that the assembly would follow the rules, and the budget should be approved by the assembly before June 30. When the chair spoke, there was a lot of noise in the room, and the opposition members started shouting slogans.

DHA Lahore sends important notice to plot allottees of 2010-2020 ballots

Lahore: The Defence Housing Authority (DHA) made an important announcement on its Facebook page that all of its allottees from ballots held between 2010 and 2020 need to pay their unpaid dues or lose their plots.

The deadline for them to pay off their debts is June 30. The notice says that the DHA Lahore has told everyone who has been given a commercial or residential plot to pay their debts so that they don’t have to deal with any trouble. In the notification, the following information was shared:

All allottees of commercial and residential plots in all phases of DHA Lahore who won a ballot between 2010 and 2020 are told to pay their remaining dues by June 30, 2022, or their plots will be taken away. Each allottee has been told this through official channels and communiques.
If late payments aren’t cleared up by the due date, DHA management has the right, according to the “Terms and Conditions of Allotment” laid out at the time of purchase of such plots, to cancel the allotments and refund the paid dues after making the necessary deductions.
The public notices should be taken as the DHA’s official word on the subject. If these allotees don’t respond to this notice, the DHA will take back what they were given.

KBT convener Khurram Nayar told Dawn that on Monday night, Mukhtiar Abro, the deputy commissioner of Keamari, told the people who lived there to leave their homes because they would be torn down because of “security concerns” for the foreign mission.

Five protesters are arrested by the police, and the District of Columbia says that “high-rise” buildings are being built illegally on small plots of land.

Mr. Nayar said that the residents had already gotten a stay order from the Sindh High Court a week before.

Even so, the area’s deputy commissioner started tearing down seven homes on Tuesday.

He said that some locals tried to film the demolition, but when the police came, they ran back to their homes. However, the police caught and held five of them in the evening.

At first, they were taken to the police station in Jackson, where the activists were waiting. They were then taken to the Docks police station, where they were charged with “attempted murder, riots, and an encounter with the police.”

The head of the KBT also said that the people in police custody were brought before a concerned court, which put them back in police custody for two more days.

Mr Khurram said the government was destroying the residential buildings because the UC consulate general was “thought to be in danger.”

He said that the residents had built the buildings and that the relevant authorities had approved the layout plans. He also said that two officials from the consulate had visited and “approved” building work a few years ago.

DC-Keamari Abro, on the other hand, told Dawn that seven high-rise buildings had been built on small plots of land, which was “illegal.”

“These buildings were dangerous to people’s lives, so they’re being torn down,” the DC said, adding that the SHC had not issued a stay order.

“We won’t kick the people out, but the top floors of their houses will be torn down,” the DC said.

Fida Husain Janwari, the SSP of Keamari, said that five people had been arrested because they had fought against the “anti-encroachment drive.” He said that they had been booked.

The officer also said that the police were there to protect the workers from the Sindh Building Control Authority (SBCA), the anti-encroachment department, and the revenue department.

DC Keamari told the SSP that these seven buildings were “illegal,” so they were being torn down.

He also said that the DC had told the police that the stay order was no longer in effect. So, he said, the drive to stop encroachment began on Tuesday and went on until Wednesday.
