CDA finalises BuP awards for Sector C-15

According to news sources, the Capital Development Authority (CDA) has reached a significant milestone by concluding the lingering built-up property (BuP) awards for Sector C-15 in Islamabad. It is anticipated that the completion of BuP awards will facilitate construction activity in the region. Since 2008, when the CDA acquired Sector C-15, it had delayed notifying the BuP awards, resulting in construction delays within the sector.

Previously, development work had begun in the sector, but was met with opposition because of unresolved BuP awards in the Dhoke Baba Ashraf region. To address this issue, the CDA announced the BuP awards in 2016, classifying approximately 170 cases as A (approved cases) and approximately 350 cases as B (incomplete documentation) lists.

Recently, Deputy Commissioner (DC) Sardar Asif announced the BuP awards for Dhoke Baba Ashraf, rendering 287 landowners eligible for compensation after meeting the prerequisites. However, it was subsequently discovered that half of these individuals had already received compensation in the form of land, while the remainder would receive plots in exchange for their pending cases.

In addition, the deputy commissioner’s court evaluated the cases on the B list, approving only 174 of 337 cases for transfer to the A list and rejecting the rest. The court order stated, “Since a considerable amount of time has passed and the petitioners have had numerous opportunities, their cases are now closed and no further action is necessary.”

A representative of the DC’s court emphasized the significance of simultaneously announcing the land award and BuP award for any given sector. With the conclusion of the land and BuP allocations for Sector C-15, this matter has been conclusively resolved.

Deputy Commissioner Sardar Asif emphasized the significance of avoiding the CDA’s previous practice of announcing partial awards, which had resulted in voluminous litigation. He praised the estate wing and DC court personnel for their weeks-long efforts to finalize Sector C-15’s awards. Following computerized voting through Nadra, the CDA will allot sites to qualified applicants.
