RDA requests EOIs for digital survey of structures under construction

In order to perform a digital field survey of unapproved, under-construction buildings within its authority, the Rawalpindi Development Authority (RDA) has requested Expressions of Interest (EOI) from certified town planning consulting firms, according Pakistani news reports on March 7.

The surveyor company chosen by the RDA will be in charge of conducting digital surveys of buildings in the residential, commercial, industrial, and institutional sectors as well as developing an Android application. The government has requested that all interested companies submit their expressions of interest (EOIs), in conformity with the Punjab Procurement Regulations 2014 (PPRA), together with all required supporting documentation. The authority requests the following from the qualifying firms to participate, per the EOI published:

The Memorandum/Article of Association, Partnership Deed, or Joint Venture Agreement, as well as a certificate of registration with the Pakistan Council of Architects and Town Planners (PCATP) and the valid renewal letter for the relevant project profile category until 2022, must be submitted by interested firms.
The companies are required to present a list of permanent professional staff members, together with the resumes of core personnel who have relevant project-related expertise and a commitment that they have not been blacklisted or defaulted by any government agency, department, or organization.

By March 22, 2023, the EOI must be delivered to the Director (LU&BC) RDA’s office. If an application contains fraudulent, falsified, or materially erroneous information, the RDA reserves the right to disqualify it.
By submitting a written application and paying a non-refundable fee of PKR 2,000 in the direction of the Director (LU&BC), RDA, interested bidders may purchase the prequalification document. You can get the specifications-containing bidding documents from the RDA website.
Only a maximum of three enterprises are permitted to form a JV or consortium, which requires that international firms partner with a local firm or firms.

It is significant to mention that RDA has conducted numerous operations against illegitimate construction and building in the city.
