A Board of Urban Regeneration will be established in several cities

An official from the Ministry of Housing and Works has said that he wants to set up an Urban Regeneration Board (URB) that will deal with state land in several cities, including Islamabad.

It looks like the Lahore Development Authority (LDA) has agreed to give land to the Police Department to improve the security of Qurban Police Lines, and to the Environment Protection Department to set up its head office.

Dawn has also learned that the authority has approved the conversion of residential land in the Sabzazar scheme to be used for a new graveyard, which will be built in the same place.

Records from a recent meeting of LDA’s governing body say the authority was asked by the police department (SSP Telecommunication) to give them land under the Sherpao Bridge so they could improve the security of Qurban Police Lines.

It was thought that the land that was one kanal, six marla, and 32 SqFt of LDA Workshop, Sherpao Bridge would be given to the LDA. They set the reserve price for this site at Rs60 million per kanal at a meeting last October.

It asked the police department to pay 30 percent of the cost of Rs7.843 million within 90 days, and the rest in two equal payments spread out over not more than a year, so that the total cost would not be more than one year.

“However, the police department said that they had set aside $6.971 million in the ADP FY2021-22 for the payment of the subject land, and asked for a revised challan of $6.971 million (the first instalment) and the rest of the money ($19.171 million) to be paid as per the policy of the LDA.” Also, the Environment Protection Department asked the LDA to find land that was 25 to 30 kanal in a good location and accessible for a Green Building that would house the EPD and its agencies. A representative from a department met with the head of the LDA and talked about public utility sites in different housing projects. At last, the EPD approved the allotment of land measuring 9.99 kanal at Ettihad Town and a few miles away from Thokar Niaz Baig.

It was decided at a meeting on July 16, 2021, that the reserve price for the site was Rs29 million per kanal. The CDA-DWP has approved the Kashmir Chowk flyover on Murree Road

A flyover was approved for construction at Kashmir Chowk at Murree Road by the Development Working Party (DWP) of the Capital Development Authority (CDA), sources say.

The project will cost PKR 1.385 billion, which is the amount that has been agreed upon for the project. The time frame will be one year.

He will open the Rawal Dam flyover in two months, and he will be in charge of the project, too.

As part of the Project Concept (PC), -1, the road-expansion option is added. It will make it easier for people to get around. Another PKR 94 million will go to the sewerage department.

People who got government housing through the Membership Drive-ll in Islamabad’s F-14 and F-15 sectors on Wednesday went to the Supreme Court to fight a lower court’s decision that said the housing projects were not in the public good.

In the petition, filed through Hafiz Ahsaan Ahmad Khokhar Advocate, the petitioners, all government employees, said that the IHC judgement amounted to judicial overreach and “suffers from gross illegality” therefore, it was “liable to be set aside by Supreme Court”.

It was on February 3 that the IHC said that the housing schemes in Islamabad’s Sectors F14, F15, and G12 were against the public interest in their current form, and that they were unconstitutional and illegal in their current form, as well.

The petition said that the Senate Committee on Housing and Works had said that the Capital Development Authority (CDA) should give Sector F-14 to the Federal Government Employees Housing Foundation (FGEHF) so that they could start working on a housing plan.

It also said that the CDA and the FGEHF agreed to start a housing project in Sector F-14, which is near the city centre. So, on January 6, 2015, the Housing and Works Secretary started writing a report about land acquisition in Sector F-14 and Sector F-15.

In the petition, it says that the prime minister approved the summary on May 1, 2015, and two notifications were made by the Islamabad Capital Territory (ICT) commissioner on May 20, 2015 and December 4, 2015.

The petitioners said that even the IHC bench decided on points that were not raised in the writ petition or prayed for. The petitioners said that the IHC decision was illegal and should be overturned by the Supreme Court.

Another thing the petitioners said was that the high court could not get involved in the policy decisions of the government if it wasn’t specifically challenged by anyone in court on the grounds of mala fide or a violation of basic rights was brought up.
