The IHC acquits the owner and CDA officials in the Safa Gold Mall case

On Thursday, the Islamabad High Court (IHC) acquitted the accused in a corruption case made by the National Accountability Bureau (NAB) for building illegal storeys at the Safa Gold Mall in F-7.

When an accountability court found them guilty last September, they were sentenced to two years in prison. However, a division bench led by Justice Mohsin Akhtar Kayani ordered the acquittal of the mall owner and four people from the Capital Development Authority (CDA).

Judge: The mall owner, Rana Abdul Qayum, was sentenced to seven years in prison and fined Rs1 billion. Ghulam Murtaza Malik, the former deputy director general of CDA, was sentenced to five years in prison and deputy director Ammar Idrees was given three years in prison for his role in the fraud.

The court said that three more floors of the mall were illegal, and it told the CDA to get back its rent from the owner as well.

Five people were sentenced to prison last year for building illegal storeys.

Afterward, NAB took action. The CDA board voted to cancel the plot that had been given to Safa Gold Mall because of the illegal storeys and other mistakes in the building plan.

CDA sold plot No. 5 at Jinnah Super Market in 2010, where its health department used to be, for money back in 2010. Even though the civic agency turned the health facility into a commercial lot, it was still a bad idea.

Allotment letter: Prosecution says the floor-area ratio of the building would be 1:5 with 100% coverage, and the number of floors would be ground-plus-four, which capped the height of the building.

NAB says that Mr. Qayyum worked with CDA officials to get illegal favours and extra benefits, which cost the government about Rs1.07 billion.

An office for the CDA Directorate of Health Services was set up on the plot, even though it wasn’t marked for any specific use in the CDA’s long-term planning. The court record says this.

When the CDA board met on May 12, 2009, the deputy director general planning-II came up with a plan to use a plot of land that had a lot of commercial value and should be sold to raise money for the CDA. The health services directorate could be moved to the G-7/4 or F-7/4 area.

The board agreed to the plan, as well as the rules for the commercial plot. Advertisements were then put in the press asking people to be pre-qualified to bid on the plot. Eight people were pre-qualified to bid on the land.

It was Mr. Qayyum’s claim that he was the highest bidder and that he had been given the plot. After the CDA gave him the go-ahead, he built the building on the plot.

The open auction of plots in the OPF Housing Scheme is open to the general public, Pakistanis who live outside of Pakistan, and their lawyers. There is a non-refundable fee of PKR 5,000 to get event brochures from the Housing and Works Division until May 7. CDA will construct an eight-lane, signal-free highway towards GT Road

CDA will construct an eight-lane, signal-free highway connecting to GT Road. The Capital Development Authority (CDA), according to news reports, has selected to construct an eight-lane signal-free highway connecting the PWD underpass to GT Road T Chowk. CDA intends to fund the PKR 9 billion projects entirely through its own resources.

As part of the project, an eight-lane road will be constructed between Kak Pul and Bhinder Bridge. The CDA would award the project contract exclusively to state-owned construction businesses, rather than private organizations, pursuant to section 42 (F) of the Public Procurement Regulatory Authority (PPRA). In this regard, the CDA has determined to accept proposals solely from the Frontier Works Organization (FWO), the National Logistic Cell (NLC), Railway Constructions Pakistan Limited (RC), and National Construction (NC).

Apart from that, the administration has chosen to focus on the following development initiatives:

The CDA will award a contract for the construction of an underpass on Japan Road. A overview of the project will be presented at the next board meeting.
The CDA has awarded the FWO a contract to construct the road between PWD and Gulberg Greens.
Additionally, the CDA transferred to the FWO the PKR 550 million Korang Bridge construction project. Approximately half of the work was completed by a private contractor. The FWO will complete the remaining work in four months.
CDA has also approved the development of an interchange at DHA Rawalpindi, with DHA covering the cost.
Additionally, the CDA awarded FWO the PKR 2 billion Rawal Dam Chowk and PKR 2 billion Margalla Hills Flyover projects. The project will be completed by September 30th. 45% of the work has been performed thus far.

Private society entry/exit points on Rwp motorways may be banned. In a news story from April 27, the divisional administration has asked the Ministry of Communication to put a limit on private housing societies’ entry and exit points on motorways in the city of Rawalpindi’s four districts.

Attock has 98 illegal private housing societies, and Chakwal has 12, according to an official from the government (whose name was not revealed). According to the details, the provincial government has told people to keep green spaces and agricultural land safe. It will start with district master planning, and no housing society will be allowed until the Punjab Local Government Land Use Plan Rules 2020 say that a site can be used for residential use.

FWO has bought the contract for the Rawalpindi Ring Road project, a highway that goes around the city of Rawalpindi.

It was also told not to accept any requests from housing societies for access and exit points to the Peshawar-Islamabad Motorway (M-1) and the Islamabad-Lahore Motorway (M-2). Another thing: Any permission given to housing societies by the National Highway Authority’s executive board will be taken away. This is because if the trend continues, the highways will be turned into local intra-city arteries, which will slow down traffic.

The Punjab government has approved the PKR 4.45 billion PC-1: Sagian Road Project. It says that Prime Minister Shehbaz Sharif started work on the dualization of a stretch of the Karachi-Chaman (N-25) National Highway on April 24, according to a report in the national dailies.

The governor, the minister for communications, the minister for housing, and the minister for planning and development were all there when the ground was broken for the new airport. The provincial ministers were also there, as well as the federal minister for planning and development, Ahsan Iqbal, and the chief minister of the province, Abdul Qudoos.

When the Lahore Development Authority (LDA) asked for a new Project Concept-1 (PC-1) for the Sagian Road project, the Punjab government agreed to it (LDA). One house caught fire in Jam Khan Jo Wandhio, a village near Nagarparkar, Pakistan. The fire quickly spread to two other places that were next to it. Dodo Khaskheli, a representative for the affected families, said that everything inside was burned to ashes.

In the other case, a fire destroyed five homes and other buildings in the village of Malanhor Veera near Mithi.

There was a fire in two villages, and people in both villages put it out independently. They said they were frustrated that they asked for help from the municipal committees, but no fire tenders were sent to the villages.
