The cost of the Leh Expressway fell by Rs110bn as the project renamed

The renamed Leh Expressway saved Rs110bn. The Rawalpindi Development Authority (RDA) changed the name of the Leh Expressway and Flood Channel project to the Rawal Expressway and Flood Channel project after the government changed.

A senior RDA official told  that the construction cost was also cut from Rs200 billion to Rs90 billion, in addition to the name change. He said that the project would be started with money from the government, and that a new PC would be sent to the Planning and Development Department next week to explain this.

He said that under the new plan, the RDA will build a cemented nullah, a trunk sewer, and 17 km of roads on both sides of the nullah, from Kattarian bridge on I.J. Principal Road to Soan bridge on G.T. Road.

He said that the concrete nullah and dual carriageway at New Kattarian would be 55 metres wide, and that the width would gradually grow to 80 metres at Soan Bridge, near the Rawalpindi bench of the Lahore High Court (LHC).

Before, PC-I for land acquisition and structural compensation worth Rs25 billion was approved by Ecnec at a meeting on December 22, 2021, and administrative approval was given on January 19, 2022.

The official said that commercial buildings and zones were supposed to be built as part of the urban regeneration programme in an old plan.

But the plan to fix up the city has been scrapped, and now only the road will be built.

When contacted, Commissioner Noorul Amin Mengal, who is also the project director, confirmed that the Leh Expressway and Flood Channel had been renamed the Rawal Expressway and Flood Channel and would be built with government money.

He said that 60% of the money would come from the federal government and that 40% would come from the Punjab government.

He said that the project needed to start as soon as possible to ease traffic on Murree Road and other main roads that connect Rawalpindi and Islamabad.

In response to a question, he said that the public-private partnership plan to start the project would be scrapped soon. He also said that on May 11, there will be a public hearing about the environmental impact assessment.

Cleaning Rawal Dam’s supplying streams is a long way off. The long-awaited project to clean up Rawal Dam, which is the main source of water for the garrison city, is still in limbo because the Planning Commission and the Capital Development Authority (CDA) haven’t decided what to do since the bid validity period ended last year.

Under the project, the CDA was supposed to put three sewage treatment plants (STPs) in the catchment area of the dam to stop the flow of dirty water into the reservoir. The project, which was supposed to cost Rs3.9 billion, could not go forward for technical reasons.

The CDA had asked for bids, which were opened in July of last year. However, the contract could not be given out in the time allowed. So, the bid’s time limit ran out, and nothing was done to start the project after that.

Plants were to be built near Banigala, in lower Shahdara, and in Bari Imam. Without these plants, sewage from unplanned areas in the catchment areas would flow into Rawal Dam without being cleaned.

When this project starts, it will take 14 months to finish and will treat 9.6 million gallons of untreated water every day.

Officials from the CDA said that the PC-I was made at the request of the Planning Commission as an engineering, procurement, and construction (EPC) mode project. This meant that the design and engineering of the project would be done by an EPC contractor.

After the bid was won, they said that the civic body was supposed to get the Planning Commission’s approval for the revised PC-I. The Pakistan Environment Protection Agency (Pak-EPA), on the other hand, said that the project hadn’t had an environmental impact assessment (EIA). In the meantime, the time for the bid to be valid ended.

Sources in the CDA say that the civic agency asked the Planning Commission, through the Interior Ministry, for advice on how to move forward with the project a couple of months ago.

In its letter to the Planning Commission, the CDA said that the EIA would not be done if the project was done through the EPC mode. Under the EPC mode, the contractor was supposed to make the project’s design, and the EIA could not be done without the design.

In its second proposal, the CDA asked the Planning Commission if it could do the project without using the EPC mode. This was so that the civic body could do an environmental impact assessment before the contract was given.

“Both the Planning Commission and the CDA are talking to each other about the issue, and once the civic group gives its presentation, the Planning Commission will make a decision and let everyone know. A CDA officer said, “We want to do this project without the EPC mode. Let’s see what the commission says.”

He said that the CDA would start the bidding process again once the Planning Commission gave its approval.

The Capital Development Authority (CDA) has decided that all plot allocation files will be moved to the National Radio and Telecommunication Corporation (NRTC) system on May 16.

A few years ago, the CDA’s branch that handles cases of people whose land was taken by the authority and who are entitled to new plots got a lot of calls about fake allotment cases. These cases are also being looked into by the Federal Investigation Agency (FIA).

A member of the CDA’s information technology branch told that it has been decided that all cases from the information technology branch and the estate management branch will be handled by the NRTC system.

He said that by doing this, all files will be easy to find and all CDA officers will be able to access them. They will always know where the files are and if they are real. The officer said that the applicant could also check the status of their files by using a tracking number.

“If this system is run properly, the chances of fake and bogus allotment will go down by a huge amount,” the official said. He also said that a few years ago, CDA was hit by a huge scam involving fake and backdated allotment cases, which is still being investigated by FIA.

In the meantime, a notice from the CDA on May 6 said that all cases involving people whose land had been taken by the CDA would be sent to the NRTC, and updates on each case’s progress would be posted regularly.

It also said that no file should move without being entered into the NRTC system. All cases sent to the accounts office, both new and old, should also be done so through the NRTC system.

CDA has begun development work in E-12 after a long delay. After a huge operation to get back state land, the Capital Development Authority (CDA) started building again in E-12 on Sunday.

The sector has been open since 1989, but development has been stuck for a long time. People are still waiting to get their built plots. Last year, the CDA gave out contracts for building roads, streets, drainage, sewers, and a water supply network in two sub-sectors of E-12. But because of opposition from local landlords, the CDA wasn’t able to finish development work in the one-year time frame that was set.

So far, only 11% of the work in sub sector 2 is done, and 17% of the work in sub sector 3 is done. But on Sunday, the CDA’s enforcement arm, with the help of police with magisterial cover, started a huge operation and were able to get the state land back.

“Development work has begun again today. We were told to do the work in as little time as possible. In the meantime, the bidding process for work in sub-sector 4 is nearing its end, and we will soon begin development work there as well. “Later, we’ll do this in sub-sector 1,” a CDA engineer said. “We just got bids for sub-sector 4, and the lowest bidder will get work orders soon to start development work.”

An official says that a huge operation has been done to get back state land.

He said that CDA will continue to run and build things on Monday.

“The CDA’s management has told us to keep working on development without stopping, and the enforcement wing has been told to help us regularly,” he said.

A press release from the authority says that some people resisted and tried to stop the operation, but CDA and the police kept going with it anyway.

It’s important to note that over 4,000 people have been waiting to get their developed plots in E-12, but they have been hurt by a fight between the CDA and the villagers. The disagreement was about who should pay for land and buildings (BuP).

Last year, a commission put together by the Islamabad High Court (IHC) finally told the CDA to settle the problem with the villagers and pay them what they were owed, since the CDA had already been paid in 1989. But even though 33 years had passed, people were still waiting for their plots to be developed.

The CDA’s Land and Estate Wing gave 282 plots of land to local people in December and March. This was done through the National Database and Registration Authority (Nadra). But the CDA hasn’t sent out allotment letters yet, even though they have done the voting.

“The allotment letters should be sent out as soon as possible to gain the trust of the locals. “Also, the remaining claims of locals should be cleared up as soon as possible so that the whole sector can be taken over,” said a CDA official.
