BOI presents UNDP with three infrastructure projects

BOI presents UNDP with three infrastructure projects. On Wednesday, the Board of Investment (BOI) offered three infrastructure development projects to foreign investors at the ‘SDG Investment Fair.’ The projects will have an influence on sustainable cities and communities, as well as post-Covid healthcare provision.

At the fair, Fareena Mazhar, the BOI, presented the projects to the United Nations Development Programme (UNDP). She stated that the projects would pave the way for Pakistan to become a success story in progress toward the Sustainable Development Goals (SDGs). She explained that these initiatives would serve as a platform for idea exchange, refinement of investment proposals, and improved project structuring to expand investment agreements in developing nations.

The three projects comprise the first two segments of the Sialkot-Kharian-Rawalpindi Motorway and medical equipment manufacturing. The programs are focused on specific SDGs, including decent work and economic growth, industry, innovation, infrastructure, and sustainable cities and communities.

Secretary Mazhar had previously presented nine projects across all industries at the Investment Fair in April, but this time offered three shovel-ready projects to international investors following UN standards.

She stated that the Sialkot-Kharian road project would be extended to Rawalpindi in the subsequent phase, lowering business costs and increasing commercial transportation connectivity.

The BOI secretary stated that a $290 million toll road project connecting Pakistan’s largest SME (small and medium enterprise) industrial cities were designed with a total length of 69 kilometers. This strategic project would play a significant role in the country’s post-Covid economic recovery.

The second phase of this project is planned to be 115 kilometers in length. The basic design and commercial feasibility research are now underway, and funding is being sought through competitive bidding.

The project will be an extension of the currently under-construction four-lane Sialkot-Kharian Motorway. The Kharian-Rawalpindi section would bring the Lahore-Sialkot-Kharian-Rawalpindi motorway network to a conclusion. She stated that it would be a significant project to connect SME hubs to boost job creation and productivity. The project will be an extension of the currently functioning four-lane Lahore-Sialkot Motorway.

Concerning the third initiative, the BOI secretary stated that it would focus on three SDGs: good health and well-being, industry, innovation, infrastructure, and inequality reduction. She emphasized that completing this project will assure affordable healthcare services in Pakistan, reduce the country’s import bill, and create jobs in the healthcare industry.

The company is seeking international funding to expand and scale its activities. The initiative envisions establishing a medical device development center, a public-sector entity created by Nust to develop low-cost treatment options for individuals suffering from heart illnesses. A business opportunity exists in the manufacture of ventilators, syringe pumps, dialysis equipment, patient monitoring, and cathedrals, with the immediate expansion of three items scaling up to ten products in the following two years.

GCCI spend Rs6 billion building an expressway of a public-private partnership

GCCI would spend Rs6 billion building an expressway as part of a public-private partnership.
The Gujranwala Chamber of Commerce and Industry (GCCI) has presented an unsolicited proposal to the Punjab government to develop a 16-kilometer-long link road connecting the industrial city to the Sialkot-Lahore highway (M-11).

The route connecting Gujranwala city to the highway is intended as a public-private partnership (PPP) project. The town lacks a direct expressway connection to any of the region’s motorways.

The GCCI had previously expressed to Punjab Chief Minister Usman Buzdar the chamber’s desire to invest in the connecting road. The province government granted the plan the green light.

According to GCCI President Umar Ashraf Mughal, the local business community will invest approximately Rs6 billion in constructing the dual and walled carriageway. At the same time, the provincial government will donate land for the project for Rs900 million.

Due to the PPP nature of the project’s execution, a firm comprised of Gujranwala people in business has been registered. Mr. Mughal stated that the company recently signed an agreement with another firm according to legal requirements. The unsolicited proposal under section (26) of the Punjab Public-Private Partnership Act, 2019, was submitted to the Punjab PPP authority’s chief executive officer on Sept 20 last.

He added that copies of the unsolicited proposal had been forwarded to government ministries such as Planning and Development (P&D) and Works and Communication (C&W) for further action. The GCCI was committed to completing the project.

According to the PPP model, the investor company may be entitled to all commercial rights associated with the project, including toll collection. For a minimum of 27 to 30 years, the M-11 extension project between Sambrial and Kharian is also being implemented via the PPP model by the Frontier Works Organization (FWO) under the National Highways Authority (NHA). Federal Minister Fawad Chaudhry has also announced the November inauguration of the Kharian-Islamabad expressway, which will save an hour off the travel time between Lahore and Islamabad.

India and the US have also expressed worry that a Chinese presence at Hambantota could provide Beijing with military advantage in the Indian Ocean.
