Pakistan does not have a ‘China debt’ problem, Asad Umar to US report critical of the CPEC. Asad Umar, Pakistan’s Minister of Planning and Development, claimed Wednesday that Pakistan does not have a “China debt” problem related to loan financing for the China-Pakistan Economic Corridor (CPEC) project.

Addressing a press conference in Islamabad, the planning minister admitted that Pakistan faced debt servicing and sustainability challenges but emphasized that “we do not have a China debt crisis.”

Umar replied to a recent report critical of CPEC by Aid Data, a US-based international development research organization.

He remembered that the report cited four significant concerns regarding CPEC:

  • The imposition of personal loans on Pakistan
  • The high cost of loans
  • Pakistan’s debt ballooning to an unsustainable level due to CPEC

Umar dismissed the concerns, stating that I had disclosed the information about CPEC projects numerous times and that Senate and National Assembly committees had even had their questions addressed. “It is subject to parliamentary monitoring,” he explained.

Umar stated that the National Electric Power Regulatory Authority had data on energy and power projects. The government had supplied information regarding CPEC to the International Monetary Fund from the commencement of the initiative.

He said that in other situations, the government employed sovereign guarantees or standby loans to support the private sector in investing rather than providing funds.

According to Umar, CPEC loans for private power projects were significantly less expensive than loans from other international institutions such as the World Bank or the Asian Development Bank.

He stated that the vast majority obtained at a discounted rate of 2% concerning infrastructure loans.

According to Umar, China contribute additional funding for other CPEC projects, and when these are included, “the average rate of government-to-government loan is less than 2%.”

Islamabad local government polls delayed by ECP

The ECP bench has reserved judgment on the postponement of local government elections in Islamabad.
A two-member panel of the Election Commission of Pakistan (ECP) reserved its decision on Tuesday. After hearing government officials’ concerns over the delay in holding local government elections in the capital.

Nisar Ahmed Durrani and Shah Mohammad Jatoi presided over the bench. They heard statements from the interior secretary, chief commissioner, and deputy commissioner. They addressingthe government’s preparations for local government elections in the capital.

During the hearing, ECP Special Secretary Zafar Iqbal informed the bench that local government elections ended on February 14. The ECP has 120 days to poll. He stated that the ECP had written multiple letters to the interior secretary and chief commissioner expressing their concerns.

Interior Secretary Yousuf Nasim Khokhar said he informed the ECP of plans to hold local council elections in Islamabad. The federal government was drafting a new Local Government Act to give the new system greater authority.

The Ministry of Law and Justice is in charge of evaluating a draught act.

The law ministry will study the draught bill before presenting it to the Cabinet Committee on Legislative Cases (CCLC).

It is pertinent to note here that ECP had invited the interior secretary and chief commissioner for the said hearing in connection with the delay in providing required information and enactment of local government law in advance of the impending local government elections.

AS MENTIONED EARLIER, the ECP had directed the officers to appear before the commission via separate letters (dated Sept 27). On August 5, the ECP Secretariat met, with the interior secretary and top commissioner among others.

According to the ECP’s letter, “during the meeting as mentioned previously, on the assurance of the federal government for taking necessary steps/making arrangements, namely the establishment of union councils with an average population of 20,000 per union council and the requisite legislation/enactment of a new Local Government Act with the approval of the federal cabinet, a period of on.

The election commissioner instructed the chief commissioner to provide required materials (including maps and data) for local government constituency delimitation, but he did not.

Article 140 A (2) read with section 219 (4) of the Elections Act, 2017 requires ECP to arrange local government elections within 120 days of the end of the term.

The letter emphasized that constituency delimitation is a necessary first step and a component of organizing and conducting elections reasonably and equitably, according to sections 17 and 221 of the Elections Act, 2017.

The Interior Ministry notified the 50 union councils, forcing the ECP to cease delimitation. This was stopped on July 6 when the Interior Ministry notified the 50 union councils. Since then, no more.

However, the federal cabinet approved revising the Islamabad Local Government Act, 2015, last month. Additionally, the cabinet approved an increase in the number of union councils from 50 to around 100, with each union council expected to have a population of 20,000.
