Proposal for the establishment of the Murree Development Authority

Syed Gulzar Hussain Shah, Commissioner Rawalpindi Division, has stated that to develop tourism in three mountainous tehsils of Rawalpindi district. A proposal to establish the Kohsar Murree Development Authority (KMDA) submit to Punjab’s chief minister.

Parliamentarians from these districts, including Latasib Satti, Sadaqat Abbasi, and Raja Saghir, sumit the request to the chief minister. He noted that the three mountainous tehsils need to develop new tourist spots. Murree Development Authority Establishment Proposal is ready.

Sadaqat Abbasi, MNA, acknowledge that KMDA’s application is duly submit. He added that next week, building codes for the 123-kilometer Tourism Expressway would also be formulated.

The commissioner asked the appropriate authorities to present Kotli Sattian and Kahuta by-laws regulating tourism services. He stated that the authorities would enhance public spaces and tourist attractions in Kahuta, Kotli Sattian, and Murree.

All efforts are to make Murree and the surrounding areas an excellent tourism destination. He said, adding that would provide all feasible amenities. Those amenities include such as hotels, motels, children’s entertainment places, picturesque clusters, and even forest areas to assist tourists.

During a meeting held the other day on Kotli Sattian, Murree Authority, Sadaqat Ali Abbasi, Member National Assembly, and Syed Gulzar Hussain Shah, Commissioner Rawalpindi Division, presided over. The meeting attends by the Secretary Tourism, the Deputy Commissioner Rawalpindi, the Director-General of the Rawalpindi Development Authority (RDA), the Chairman of the RDA, officers from the Engineering Department, AC Kotli Sattian, and other concerned officers.

Numerous recommendations for alternate routes to improve the attractiveness and tourist destinations of Murree, Kahuta, and Kotli Sattian were studied in depth. Additionally, the meeting compared the Murree Municipal Committee and Kaghan by-laws.

ADC Finance emphasized the Kotli Sattian and Murree by-laws at a briefing.  He states that vigorous enforcement of the by-laws is necessary to manage traffic, parking, and other concerns encountered by tourists.

Along with guaranteeing compliance with wildlife regulations during construction, he stressed that he should take stern legal action against rule-breakers.

His company is now working on a proposal to construct three-story structures on 1-Kanal lots for 476-Kanal of land. He states that the RDA would be launching its housing program soon.

The Punjab government may be unable to complete various development schemes under the Annual Development Program (ADP). By December this year – the first half of the current fiscal year 2021-22). Due to a lack of funds allocated in this direction.

They have issued work orders to contractors following the necessary legal procedures (floating tenders, for example),” laments an official source.

“Most projects completes in three months. But how can these projects, which mostly entail road, street, and other infrastructure restoration, be accomplished without enough funding?”

Similarly, the official stated that the government has partially funded several schemes completed in as little as one to three months.

“We are curious as to why the government is delaying the full release of funds to schemes ranging from Rs10 to Rs200 million. If this practice continues, no scheme, even the smallest, will be completed on time.” He said, urging the government to fully release the funds allocated for the timely launch and completion of development projects in various parts of Lahore and other major cities.

According to an official letter, the funds have not yet been released for the following schemes:

Rs40 million each for rehabilitation of roads and streets (Johar Shadi Hall to Bhalla Chowk), Madina Road-blocks 2, 3, Wafaqi Colony Chowk to Awan Chowk); construction of the metal road (Al-Karim Chowk Township to Muslim Chowk); construction of the metal road (Muslim Chowk to Chandni Chowk, Township The ADP assigns the General Serial Numbers 3021 to 3035, 3061 to 3070, 3061 to 3070.

3061 to 3070, 3061 to 3070, 3070, 3467 to 3468, 3578, 3609, 3023, 3030, 3064, 3066, 3502 and 3539 to the schemes.

“Funds for these schemes released as part of the ADP 2021-22. Therefore, you are requested to contact the finance department regarding the release of funds for these schemes.” Reads a letter sent to the concerned quarters by the local government and community development department (civil work wing, Lahore).

According to a senior LDA official, funds for various ADP-assigns schemes is partially distributing in them. “There should be a system for evaluating whether a scheme is fully or partially funded. If they can complete a scheme (large or small)within a few months, the government should release funds in full rather than in installments,” the official, who requested anonymity, stated.

The Punjab government’s 2021-22 budget, by the PTI, is primarily focusing on implementing the Rs560 billion historic ADP. They are utilizing all funds during this fiscal year. The government previously claimed to have released Rs144 billion to various departments on the first day (July 1, 2021) of the new fiscal year-2021-22. It ensure that all ongoing schemes completes on time. Similarly, the government allocated Rs100 billion under the ADP. To launch and complete new development projects throughout the province through the district development package. Separately, Rs30 billion allocated to Lahore for various mega projects.

“I believe the government must prioritize this issue (relating to the non-release or partial release of funds for the schemes). Or else several schemes (new and ongoing) will face significant delays. Additionally, it will bring a bad name to the government. It is already facing widespread criticism over skyrocketing prices, inflation, and other issues,” he warned.

The secretary to the finance department and the special secretary were unavailable for comment.

Plot allocation to housing authority executives questioned

Forty-seven serving and retired officers from various ministries/divisions have challenged the Federal Government Employees Housing Authority’s (FGEHA) decision. They challenged them to award plots to board members in ‘privileged’ sectors, depriving them of their legitimate rights.

In a suit filed in the Islamabad High Court (IHC), the officers contended that they register under Phase-I of FGEHA’s Green Enclave in the Bhara Kahu project.

According to the appeal, the FGEHA initiated the Phase-II registration effort for the F-14 and F-15 and ignored the Phase-I drive by providing the Phase-II drive preferred attention.

The FGEHA allocated plots to Supreme Court judges, including Chief Justice Gulzar Ahmed, judges of high courts, and senior bureaucrats, including a prime minister’s adviser, during the Phase-II push on August 17.

Sardar Taimoor Khan, the petitioners’ counsel, informed the court that all petitioners were federal government employees. When the FGEHA launched its membership campaign in 2009 on a “first come, first served” basis, the petitioners registered as members.

According to the petition, board members allocated plots to themselves and deprived 47 officials of them.

The applicants stated that they paid membership dues following their various pay ranges’ rights to plots.

According to the petition, FGEHA offered allotments in Sky Garden, located near Tehsil Murree, for drive-1, while the petitioners applied for plots in Bhara Kahu.

The attorney reminded IHC Chief Justice Athar Minallah that on the same date, the FGEHA assigned 4,723 plots to various members in Sectors F-14 and F-15 and unanimously decided to allow a story to each member of the executive board at a future meeting on August 25.

According to the petition, “securing plots in the coveted projects for themselves, i.e. members of the FGEHA executive board, through a decision approved by the executive board” under a table plan.

The FGEHA’s executive board is chaired by Tariq Bashir Cheema, the Minister of Housing and Works, who is not a programme member. However, the executive committee was entitled to include Secretary Housing Dr Imran Zeb Khan, Additional Secretary Zahoor Ahmed, Draftsman Mohammad Israr, Senior Chief Planning Commission Mohammad Anwar, Senior Joint Secretary Rizwan Ahmed Sheikh, Chief Commissioner and Chairman Capital Development Authority Amer Ali Ahmed, Managing Director Pakistan Housing Authority Amir Mohiyuddin, Director-General PWD Akramul Haq, Director General FGEHA Tariq Rashid, and Chief Engineer.

According to the petition, the FGEHA signed a joint venture agreement with M/s Commoner Sky Garden in October 2019 with the approval of its executive board for the development of a housing scheme at Mouza Mengal and Mouza Kattar near Murree, where allegedly 6,300 kanals stood mutated in favour of the FGEHA.

It claimed that the petitioners were duped into accepting a provisional offer for allotment in a housing scheme near Tehsil Murree rather than Phase VI Bhara Kahu. They had paid the down payment under consent letters issued on April 27, 2016, and became members in September 2009.

Additionally, petitioners were entitled to plots in F-14 and F-15, but the executive board refused to accommodate them and made allotments under the new membership drive.
