CDA wants martial law regulations invoked in tree felling case

The Capital Development Authority (CDA) moved the Islamabad High Court (IHC) seeking action against the owner of a private housing society in a tree-chopping case under the Martial Law Regulations.

CDA’s Environment Directorate petitioned before the IHC against the order of the additional district and sessions judge (ADSJ) granting bail to Chaudhry Mohammad Usman, owner of Ghauri Town housing society.

ADSJ Awais Mohammad Khan last week suspended the order of CDA’s senior special magistrate who sentenced the chief executive (CE) of Ghauri Town Usman to three years imprisonment, imposed a fine of Rs1.5 billion for chopping the trees in Sector 8 of the society. Qazi Adil Aziz, counsel for Usman, challenged the conviction before the ADSJ Awais Mohammad Khan.

The counsel argued before the court that CDA’s magistrate failed to appreciate evidence in its true perspective and convicted his client in a summary trial, without giving him ample opportunity of defence.

ADSJ Khan suspended the sentence and ordered the release of Usman on bail against Rs600,000 surety bonds.

Before the IHC, CDA’s counsel Husnain Haider argued that “under sub-clause 2 of section 6 of Martial Law Regulation No. 82 of 1960, the appellate authority was the commissioner.”

The council said the convict could only appeal before the commissioner Islamabad against the order of the senior special magistrate, but, he wrongly invoked the jurisdiction of the ADSJ’s court.

The counsel argued that the proceedings were without jurisdiction and this crucial factor had not been taken into consideration by the ADSJ.

IHC Chief Justice Athar Minallah after the preliminary hearing issued notice to the owner of the housing society and adjourned the hearing till October 26.

Justice Minallah also restrained ADSJ from proceeding in this matter till the next date.

3 CDA field officers suspended
Three field officers of the Capital Development Authority (CDA) were suspended for delinquency on Monday.

CDA Chairman Amer Ali Ahmed conducted surprise visits to various areas to review ongoing projects and found the three field officers delinquent. They were identified as assistant director Mohammad Altaf Milono, horticulture officer Mohammad Asif and sanitation inspector Mohammad Bashir.

Speaking to Dawn, the CDA chief said the suspended officers will be issued show-cause notices. He said action will be taken against all those who do not take their job seriously. CDA wants martial law regulations invoked in tree felling case

Meanwhile, the Enforcement Directorate on Monday conducted an anti-encroachment operation in Chontra area of Margalla Hills.

“Enforcement Directorate demolished 40 illegal rooms and other structures,” said a press release, adding Margalla Hills are a source of natural beauty and to maintain this beauty CDA is taking steps to improve the natural environment besides cracking down on encroachment.

The housing project in Sangjani and the project concept (PC-I) for the housing scheme is approved, Ministry of Housing and Works sources said. According to sources, land transfer and other housing-related modalities were in the works for the housing scheme. They stated that approximately 45,000 units of affordable housing were currently under construction across the country.

According to the source, 11,000 housing units are currently under construction in Lahore, Nowshera, Islamabad’s Alipur Farash, Islamabad’s Zone-V, and Sargodha.

According to sources, 10,000 low-cost housing units are under constructed in Punjab’s 20 districts. Monthly mortgage instalments for these houses, they stated, would be less than Rs10,000 per month. They believe that the Afghan Taliban’s successful seizing of power is a success for China-Pakistan, but a strategic disaster for several countries, including India.

India also aspires to become a global force, as seen by its Indo-Pacific strategy and efforts to implement Hindu nationalist policies at home and in the region.

“India has long been relegated to the periphery of the Afghan conflict. India’s engagement in Afghanistan is unlikely to be favorable. India is likely to utilize its intelligence agencies and some of the forces it has developed in Afghanistan and its neighboring areas over the last two decades to undermine and destabilize Afghanistan’s stability. It harms Afghanistan and its immediate neighbors, which include China and Pakistan.”

China-Pakistan, as all-weather strategic partners, must collaborate to maintain and strengthen regional security and stability. To begin, China-Pakistan must work closely together on the Afghan issue to urge the Afghan Taliban to form an open and inclusive government and pursue a moderate internal and foreign policy, the statement stated.

As a result, China and Pakistan should coordinate their efforts in Afghanistan with Russia, Iran, and Central Asian countries. These countries should work together to alert Europe to the possibility of a refugee catastrophe and put pressure on the US, India, and a few European countries to take responsible humanitarian action in Afghanistan.

While enhancing strategic and security coordination against terrorist supporters, China and Pakistan should collaborate with countries both within and outside the region to promote the growth of an open, inclusive, democratic, and equitable regional governance and security structure.

Army guarantees the safety of Diamer-Bhasha dam contractors

With building works underway concurrently at eight locations, the Pakistan Army assured project officials, laborers, and contractors working on the $14 billion Diamer-Bhasha dam on Sunday of a safe and secure working environment that will ensure the dam’s completion on schedule – in 2028-29.

According to an official release, Commander 10 Corps Lt Gen Sahir Shamshad Mirza and retired Lt Gen Muzammil Hussain, chairman of the Pakistan Water and Power Development Authority (Wapda), visited the multi-purpose dam to inspect the building progress.

General Manager Land Acquisition and Resettlement of Wapda retired Brig Shoaib Taqi, General Manager Diamer-Bhasha dam project Muhammad Yousuf Rao, and representatives of consultants and contractors presented presentations on development operations.

During the briefing on the Diamer-Bhasha dam, project officials reported that development is currently occurring concurrently on eight different sites. These comprised access roads, a permanent access bridge across the River Indus downstream of the main dam, the 21MW Tangir hydropower project, top-down excavation of the dam abutment, a diversion tunnel, a diversion canal, and a diversion canal diversion inlet, and a power intake.

Corps commander and Wapda chairman pay a visit to the Diamer-Bhasha dam to inspect construction progress. Gen Sahir Mirza reaffirmed the army’s support for the dam’s development and stated that his institution was committed to safe and secure surroundings in the project region to enable the project’s management to carry out construction activities successfully at all project locations.

The Wapda chairman and commander of 10 Corps paid a visit to several construction sites and expressed pleasantly with the progress on a project of critical national importance. The water storage and power generation project is being built on the Indus River, 40 kilometers downstream of Chilas and 180 kilometers upstream of the Tarbela dam.

According to the Wapda chairman, the Diamer-Bhasha dam was one of the most critical projects for Pakistan’s continued development. It would provide water for agriculture, control floods, and create low-cost energy. As a result, he stated, required concerted efforts by all parties to complete the project by 2028-29.

Muzammil Hussain stated that the initiative would alter the nation’s destiny by stabilizing the economy and eliminating poverty. He noted that the project was already a game-changer for the people, with Rs78.5 billion being spent on different development programs in the project region as confidence-building measures (CBMs).

The project administrators informed visitors that CBMs in health, education, tourism, and infrastructure development were being taken to benefit the project area’s residents. They will create over 16,500 jobs during the project’s stage construction. Residents of the project area are given preference for employment, as approximately 3,200 locals have already been engaged by Wapda, the project’s consultants, and contractors.

Diamer-Bhasha dam will have a gross storage capacity of 8.1 million acre-feet (MAF), which will add 1.23 million acres of land. With a total installed capacity of 4500MW, the project will supply the national grid with more than 18 billion units per year.

The project’s construction will also increase the annual energy generation of existing hydel power stations, notably Tarbela and Ghazi Barotha, by 2.5 billion units. Additionally, the life of the Tarbela Dam, which has been critical to the country’s prosperity since 1974, would be extended by 35 years. The Army ensures the safety of contractors working on the Diamer-Bhasha dam.

PM orders Punjab to begin work on Leh Expressway by December

Prime Minister Imran Khan has directed the provincial government to begin work on the Rs55 billion Leh Expressway and Flood Channel project by December 31.

According to PTI MNA Sheikh Rashid Shafique, the provincial government recently briefed the PM.

He claimed Commissioner Syed Gulzar Hussain Shah would soon establish a Project Management Unit to oversee the multi-billion dollar project’s homework.

The commissioner will soon start work on acquiring the site, adding that they urgently needed the project to provide an alternative route for visitors between Rawalpindi and Islamabad and a permanent solution to flooding in the monsoon area.

However, a top source informed Dawn that the Punjab government planned to start the Urban Regeneration Project to strengthen infrastructure along the proposed Leh Expressway (ADP).

Officials suggested forming a committee for the Urban Regeneration Project along Leh Nullah, he said.

On July 4, the Punjab Development Working Party approved the establishment of a Project Management Unit (PMU) and directed the launch of a feasibility study for urban regeneration along the nullah. Construction on the Leh Expressway must start by December.

The Leh Nullah Expressway will be 16.5 km long. It is estimated that 1,604 dwellings are in the way of the proposed expressway, and 1,279 Kanal of land will be acquired – 1,035.9 private, 132.4 militaries, 54.72 Chaklala, and 56 Rawalpindi.

The land acquisition survey was completed in early 2021 by former commissioner Mohammad Mehmood, currently in Anti-Corruption Establishment custody in the Rawalpindi Ring Road controversy.

After taking office, Rawalpindi Ring Road and Leh Expressway and Flood Channel are two large projects announced by the PTI government. However, due to alleged corruption in the project, Prime Minister Imran Khan halted work.

The Rawalpindi Development Authority (RDA) Chairman Tariq Mehmood said the RDA had finished homework after the prime minister ordered a meeting to speed up work on the project. He stated that the divisional commissioner would be the project director and quickly set up the Project Management Unit. RDA will support the commissioner in this regard, he said.

“RDA initiated the process of hiring a consultant for the urban regeneration feasibility study. The study selected up to three firms. They will appoint the consultant and will complete the study in four months. “We expect to start in early January,” he said.

Construction on the Leh Expressway must commence by December.

The CDA approves a request to build two small dams. On Friday, Islamabad’s city administrators approved a proposal to construct two small dams and opted to repurpose the F-9 Citizen Club building as a convention and culture center.

The Capital Development Authority (CDA) board, chaired by Amer Ali Ahmed, constructed the small dams at Chiniot and Shahdara. Additionally, it decided to approach the federal government to fund these dams via the Public Sector Development Program (PSDP).

According to a board member, Chiniot, located on the upper side of Simply Dam, is under the Punjab government’s control. The authority has chosen to approach the government for approval to build the dam. The F-9 Citizen Club will be converted into a cultural and convention center.

He stated that Chiniot Dam would act as a feeder for Simply Dam. The CDA stored approximately 20 million gallons daily (MGD) of water for emergency release to Simly Dam.

He stated that he undertook a feasibility assessment for this dam in the 1980s but did no more work. CDA is forced to squander water from Simply and Rawal dams during the monsoon by opening their spillways.

Additionally, the CDA board of directors established the Ghandhara Heritage and Culture/Convention Center at the F-9 Citizen Club. The prime minister had requested that CDA chairman and architect Nayyar Ali Dada submit a realistic utility plan for the structure, which spans 22 acres and has a covered space of 265,000 square feet.

The building features restaurants, an indoor pool, a fitness center, a lobby, an aerobics area, and a fitness center.

The CDA began the project in 2008, and once the structure was completed, the Supreme Court took up the dispute in 2010 and declared that the structure could not be used as a club.
