Punjab’s PDWP forum accepts eleven development projects. The Punjab Provincial Development Working Party authorized eleven development initiatives totalling Rs. 11,725.31 million in cost.

They accepted the initiatives during the fiscal year 2021-22 meeting of the Provincial Development Working Party (PDWP), presided over by Chairman Planning and Development Board Abdullah Khan Sumbal.

The approved development schemes included the enhancement of 75 IPNV sites in Lahore at the cost of Rs. 495.300 million, the widening/improvement of the road connecting Fateh Jang to Pindi gheb via Dhulian (Section –II Khour km 42.00 to Pindigheb km 64.00 Length = 22.00 Km and the I/C Link Road connecting Dhulian Chowk to Dhoke Pathan at a Tehsil Fateh Jang District Attock Total Length = 32.00 Km (Km 57.25 to Pindi gheb City Km 64.00) Widening / Improvement of Road from Fateh Jang to Pindi gheb via Dhullian, Length = 42.00 Km Tehsil Fateh Jang District Attock, Length = 6.75 km at the cost of Rs. 474.906 million (Dhoke Sayedan C-PEC Interchange Kilometer 4.30 to Kilometer 13.55 Length = 9.25 Km) at the cost of Rs. 524.384 million.

Baluchistan creates committee to solve border concerns. According to the Baluchistan Home and Tribal Affairs Department statement, a senior civil and military officials committee has been constituted to resolve fundamental problems relating to cross-border movement at the Chaman-Spin Boldak gate.

A survey is being conducted to develop a land-use plan for KP. According to reports, the provincial cabinet approved the law last week, and it is scheduled to be presented for ratification next week in the local assembly. The information given includes the following:

  • At the provincial level, a Provincial Land Use and Building Control Authority will be established.
  • District-level committees on land use and planning and management and local planning and enforcement will be established.
  • A Provincial Land Use and Building Control Council, chaired by the chief minister, would be established. The council will adopt policies and procedures governing the authority’s operation.

The District Land Use and Management Committee’s responsibilities will include the following:

  • Monthly examination of No-objection Certificates (NOCs) given by the relevant agencies for land use and development permits
  • Reconstruction, demolition, or preventing a developer from constructing a development that violates planning approval are all examples of actions to rectify a violation.
  • Formulation of district or master plans for land use
  • Section 15 (2) of the law establishes the survey’s unplanned and existing planned regions.
  • According to Section 15 (3), the area will be classified as one or more of 131 land use classifications, including national parks, agriculture, commercial, residential, industrial, mixed land use, water bodies, unoccupied land, mining, and other land use kinds.

The land-use plans that are produced will contain the following:

  • Description of district and tehsil boundaries, as well as topographical mapping of the area
  • Utilization of geographic information systems
  • Water, garbage disposal, and sewerage services are included.
  • Green and open spaces, as well as traffic patterns, are described and quantified.
  • Tourist and archaeological hotspots identification
  • Section 21 of the proposed bill deals with land use authorization. Without adequate land use approval, no individual or government agency may use the land for approved uses after the district land use plan or master plan is notified.
  • Section 22 provides that no land development, building construction, or road reconstruction may occur without the planning control officer’s temporary development approval in areas where the master plan or district land use has been notified.

Section 31 of the proposed bill empowers the authority to develop an urban design improvement proposal if the area’s design is deemed inadequate or the government instructs. The enhancement may include the following:

  • Plan the redevelopment.
  • Plan for land-use change
  • Ownership and development changes are required, and efforts are taken to ensure a smooth transition to planned development.
  • Plan for the renewal of the building stock

The land use inspectorate will be established under Section 43. The external body will monitor the level of execution of the act’s various sections.

According to the proposed bill, individuals who engage in land development activities without an approved land use or building conversion plan face fines of up to PKR 10 million and imprisonment of up to three years.

The project is part of the Prime Minister’s Billion Tree Tsunami initiative.

Private landowners in Murree, Kotli Sattiyan, Kalar Syedan, and Kahuta have until November 5 to submit applications for tree planting on their properties as part of the afforestation initiative.

Construction of a “Tourism Expressway” is advertised

The government issues a tender for the construction of a ‘Tourism Expressway.’ Punjab’s government has published a tender for a 123-kilometer-long tourism expressway, which is projected to cost more than Rs4 billion and be completed in less than 30 months.

The expressway will run from Pindori Chowk in Kalar Syedan to Lower Topa in Murree.

When completed, the road will be marketed as a ‘tourist corridor’ connecting Azad Kashmir, Gilgit-Baltistan (GB), and Galiyat. Five key routes would connect Azad Kashmir, Islamabad, Rawalpindi, and other cities to the expressway. The project’s work order is scheduled to be issued during the first week of November.

According to MNA Sadaqat Ali Abbasi, who suggested the project, the tourism expressway will offer new employment prospects in four mountainous tehsils of the Rawalpindi region.

He noted that would commercialize all properties along the road and that the project’s completion will enable the building of four- to eight-story earthquake-resistant commercial plazas.

The congressman stated that educational institutions, industrial zones, contemporary parks, and picnic areas would be constructed along the expressway.

Abbasi stated that the road would be the longest in the Potohar region, and the government intends to plant 0.25 million seedlings of fruit-bearing and floral trees along its length.

Additionally, it will install automated signals and advertising LEDs around the road.

It will be marketed as a “tourism corridor” once it has been built, connecting Azad Kashmir with the provinces of Gilgit-Baltistan (GB) and Galiyat. The expressway would be connected to other cities by five roads, including Azad Kashmir, Islamabad, Rawalpindi, and others. In the first week of November, the work order for the project is expected to be issued.

The MNA expressed hope that the building of significant monuments along the road would promote and depict Potohar and Kohsar’s combined cultures in all their splendor.

The acquisition of land for the revised Ring Road project enabled. Punjab Planning and Development Board (PPDB) has approved the PC-I worth Rs6.7 billion and given the green light to begin land acquisition for the revised Rawalpindi Ring Road project.

However, the district administration has yet to recoup funds paid to landowners for acquiring land along the old Ring Road route from Radio Pakistan to Murat and Sangjani.

Land worth Rs380 million had been acquired for the Ring Road project in Rawalpindi district but canceled the acquisition following allegations of corruption.

The scandal surfaced after Prime Minister Imran Khan learned of allegations that the Punjab bureaucracy and some PTI politicians planned an additional road to benefit some private housing societies, thereby increasing the project’s actual cost by Rs25 billion.

The district administration has yet to recoup money paid to landowners for the now-canceled route, official reports.

Former Divisional Commissioner retired the Anti-Corruption Establishment detained Capt Mohammad Mehmood for two months following the controversy. Zulfiqar Abbas Bukhari resigned as special assistant to the prime minister.

Commissioner Syed Gulzar Hussain Shah canceled the project’s land acquisition in early August. They would recover the amount paid to landowners to purchase land along the entire length of the illegally advertised alignment in Rawalpindi and Attock districts under Section 48(1) of the Land Acquisition Act 1894.

“In the aftermath of the Rawalpindi Ring Road scandal, Commissioner Syed Gulzar Hussain Shah halted the project’s land acquisition in Rawalpindi and Attock. The district administration has begun collecting money from those whose land was acquired for the project, but it has not yet been completed.”

He stated that the government directed the administration to coordinate with the Rawalpindi Development Authority to initiate the land acquisition process along the newly approved route.

“The 38.3-kilometer-long new route will begin in Banth near Rawat and end in Thalian near the motorway. They will conduct a new price assessment will be conducted following the implementation of Section 4 in the area, which prohibits the sale and purchase of land,” he explained.

He stated that he undertook the same project during the tenure of the federal government led by Nawaz Sharif in 2014. However, after assuming power, the PTI-led government in Punjab initiated a new project but had to abandon it due to corruption allegations.

According to a senior RDA official, work on land acquisition for Ring Road had begun following approval by the PC-I.

“On Sunday, all patwaris (land revenue officials) met at the RDA offices, and the Director Land requested that they submit land details to the RDA,” he said.

He stated that the Punjab government would fund the project, which would build under the Public Sector Development Program (PSDP). However, no funds have been allocated for the project in the current fiscal year.

“The RDA is preparing the PC-I, which will be presented to the Punjab Development Working Party (PDWP) at its next meeting,” he explained.

Mansoor Khan, the public relations officer for Shehryar Afridi, the chairman of the parliamentary committee on Kashmir, told Dawn Saturday that they would finish the project in three parts. He also stated that they would develop good parking spots to enable a smooth traffic flow in the congested area.

Mr. Mansoor stated that the road would cost Rs80 million in total, with the remaining funds being used to compensate businesses, market owners, and the army. He stated that the road expansion project had been stalled for the better part of two decades.

Arab Jan, deputy chief warden, told Dawn that the busiest road was only approximately 15 to 18 feet wide at times, resulting in traffic congestion. According to him, vehicles waited for more than a half-hour to travel a one-kilometer stretch of road owing to gridlocks, despite the deployment of wardens at several locations. Rs380 million has been sanctioned for the expansion of a road in Kohat.

The traffic warden stated that three years ago, the communication and works department designated markets and stores to be pushed back several feet at various spots to accommodate road expansion.

The project’s clearance had been delayed due to a disagreement between the government and the army over the expense of the barracks placed on the left side of the road between Martyrs’ Square and the King Gate. Rs380 million has been sanctioned for the expansion of a road in Kohat.
