A government building and a road will be named in honor of Dr. A.Q. Khan. The federal government has authorized the Capital Development Authority (CDA) to name key government buildings and roads after Dr. A.Q. Khan, Pakistan’s nuclear program creator.

According to Interior Ministry sources, the ministry authorized the CDA to name a prominent government structure after the late nuclear physicist via a letter dated October 22. Separately, the government requested that CDA name a street after Dr. A.Q. Khan.

Dr. A.Q. Khan, 85, who died recently in Islamabad, was a national hero. He was given a grand funeral at Faisal Mosque, followed by burial in the H-8 graveyard.

According to sources, several options have been considered, and the CDA will shortly select which building and road will be named after Dr. A.Q. Khan.

The CM stated that the department of works and services had developed a thorough plan for the bridge.

“The project will greatly cut travel time between Khairpur Nathan Shah and Kandiaro,” the CM stated, adding that the Larkana-Gambat bridge, located 181 kilometers upstream [of the proposed bridge], will save 131 kilometers.

He claimed that the Dadu-Moro bridge (downstream) was placed at 122 kilometers, saving 72 kilometers of trip.

They informed the conference that the bridge would begin from the Indus Highway near Khairpur Nathan Shah in Sita Village and conclude at Kamal Dero in Kandiaro on the National Highway (N5). The bridge and roadways would be roughly 25 kilometers long, excluding approach roads from the N5 and N55.

The bridge will be two kilometers long, and the connecting road will be 11.5 kilometers long on the Khairpur N. Shah side, excluding the approach road from Khairpur NS to Sita Village. On the Kandiaro side, the connecting road would be 11.50 kilometers in length, excluding the approach route from N5 to Kamal Dero.

Along with accepting broad project specifications, the board opted for a 15-year concession period for the project. It stated that this would be the country’s first competitively bought water PPP and more water PPPs to come.

Vehicle traffic between Quetta and Chaman was interrupted on Monday due to a blockade of the Quetta-Chaman highway at Khojak Pass by members of the All Parties Traders Alliance and border workers protesting the closure of the border crossing for the last 20 days.

After three days of rallies in Chaman, they finally stopped the highway by creating barricades and depositing massive boulders at the top of the Khojak Pass, which connects Pakistan and Afghanistan.

“We will continue to blockade the highway until the Chaman border crossing is reopened,” Sadiq Achakzai, president of the All Parties Traders Alliance.

Pakistan-Afghanistan border reopening recommended

“Every day, the authorities involved assure us that they will reopen the border today or tomorrow,” he explained.

Mr Achakzai stated that thousands of people had been rendered jobless and were struggling to feed their families due to the border shutdown.

He stated that thousands of Pakistanis and Afghans were trapped on both sides of the border, awaiting the border’s reopening.

The Chaman border crossing, the second-largest commercial crossing point between the two countries after Torkham in Khyber Pakhtunkhwa, connects to Spin Boldak in the Afghan province of Kandahar. Thousands of labourers and traders from both countries use the crossing daily.

The Taliban leadership blocked the border without notifying Pakistani border authorities 20 days ago. They request that Afghans be allowed to enter Pakistan with only their Afghan ID cards rather than presenting other travel credentials. Protesting traders close the Quetta-Chaman highway.

At least four talks between Pakistani and Afghan border officials to discuss the issue failed. Additionally, Kandahar Governor Yousaf Wafa.

He attended one of Spin Boldak, but he stated that Pakistan should speak with Kabul about reopening the border, as he lacked the jurisdiction to do so.

However, sources reported that both sides’ gates were unlocked on Sunday night, allowing those who had been stranded on both sides of the border for more than two weeks to cross into their respective countries.

Hundreds of trucks and other commercial vehicles have become stranded on both sides of the border.

When it came to the allocation of plots, consulted the SC. The Supreme Court has been contacted by various serving and former government officials challenging the Islamabad High Court’s (IHC) restraining orders on allocating plots to judges, bureaucrats, and government employees through balloting in the capital’s F-14 and 15 sectors.

Several serving and retired federal government employees have filed two petitions against the IHC’s August 20 and September 13 judgments, pleading with the supreme court to enjoin the IHC from passing similar orders against the petitioners.

The petitioners assert that they are allottees of plots/land in subject sectors F14-F15 Islamabad and have long deposited the required amount with the Federal Government Employees Housing Authority (FGEHA) instead of their assigned plots.

Additionally, it is contended that the issue of whether could have acquired the land for the FGEHA was not the subject of the writ petition. In contrast, the impugned order dated Sept 13, 2021 stated otherwise and went beyond their prayers, even though it was not the issue that was raised or agitated before the IHC.

“The petitioners have suffered irreparable harm as a result of the impugned judgement dated Sept 13 issued by the learned division bench of the IHC being illegal.”

The petition stated that before 2009, FGEHA offered housing to employees for specific schemes based on their age and seniority in government service (Scheme Specific Drives). When a new scheme was launched, respondent no 1 (FGEHA) would advertise a membership drive for the new system, and employees were assigned housing within that scheme based on their age and seniority in government service (Scheme Specific Drives) (age-wise seniority).

The petition stated that because the IHC’s exercise of its jurisdiction under Article 199 of the Constitution extends beyond the grievance of an aggrieved party or individual, it amounts to suo motu jurisdiction, which a high court lacks. Thus they must set the order aside as it is not legal and sustainable in law. When it came to allocating plots, the committee consulted with the SC.

Additionally, the petition argued that while exercising jurisdiction in the instant case, the high court acted with deference by passing an order that amounted to judicial overreach, necessitating intervention by the supreme court.

“Constitutional jurisdiction under Article 199 of the Constitution cannot be exercised in a vacuum, particularly when all contentious issues regarding the acquisition and public interest/public purpose were previously resolved with admirable clarity by this court’s larger bench in reported judgement 2021.

“The high court failed to appreciate while exercising its jurisdiction, that an aggrieved person must have a dispute before exercising judicial power under Article 199 of the Constitution, and that this is a necessary pre-requisite for invoking the jurisdiction under Article 199 of the Constitution.”

The petition said that the IHC could not reaffirm or reconsider the proceedings on a subject that this court has already determined. These principles have been further developed in this court’s many rulings.

“The high court misunderstood and misapplied the term of an aggrieved or aggrieved person as defined in Article 199 of the Constitution.”

The petition alleged that the high court exceeded its constitutional authority and violated the rules of oversight jurisdiction entrenched in Article 199 of the Constitution and declared by this court. When it came to allocating plots, the committee consulted with the SC.
