According to the official, all coal-fired power plants were on a ‘high dispatch order’ due to their cheaper fuel costs. However, the government will continue to guarantee payment of fuel costs.

The issue is with capacity payments, on which the government has never defaulted on a loan. However, the sponsors’ expectation of a return on equity was legitimate, but due to various difficulties, they could not payments on time. The Chinese government will soon begin making partial payments.

“The Chinese businesses have been tolerant, and there is no indication that we are about to default.”

In response to another query, the official stated that the two countries have close ties and have begun preliminary negotiations on re-profiling the debt component of CPEC’s IPPs.

“They avoid harsh measures or issuing notices in favor of resolving issues at the government level,” the official explained. “Arbitrations are worthless; collaborative connections are critical.”

Mr. Mansoor, who joined the government following the ouster of former CPEC Authority chief Asim Saleem Bajwa, told a parliamentary panel last week on the challenges confronting investors regarding compliance with agreements governing CPEC’s first phase’s electricity projects.

He stated that the difficulties included payments to IPPs, long-overdue dues, the introduction of a revolving account for automatic payments, and the increase in the withholding tax on sponsors’ earnings from 7.5pc to 25%.

He stated that the authorities were now considering establishing an Investment Facilitation Center to provide a single point of contact for all Chinese investors. He said that 135 Chinese businesses were functioning in Pakistan on CPEC and other projects, and the key goal was recovering the trust of people working on CPEC initiatives. The Chinese government will soon begin making partial payments.

Saleem Mandviwala, a former finance minister and current chairman of the Senate Standing Committee on Planning, stated during a committee hearing that the Chinese were complaining that a showpiece CPEC project had been wrecked during the last three years, leaving many businesses unhappy.

However, Planning Minister Asad Umar later stated during a news conference that his government has completed a significant portion of the CPEC and that lawmakers should remain cautious while discussing important programs. The Chinese government will soon begin making partial payments.

Islamabad Municipal Corporation collects enhanced property tax. The Municipal Corporation of Islamabad (MCI) is organizing a 200 percent increase in property tax in defiance of a court order and without legal justification.

Justice Mohsin Akhtar Kayani of the Islamabad High Court (IHC) set aside the notice of a 200 percent increase in property tax in the federal capital in December last year and asked the MCI to conduct a public hearing before declaring any increase in property tax.

The CDA and MCI both filed appeals, which remain ongoing before the IHC’s two-member division bench. The MCI, on the other hand, began collecting the additional tax without first obtaining approval from the IHC.

The IHC deemed the 200 percent increase in property tax unconstitutional, noting that “no tax proposals were issued, no objections were requested following Section 88(4) of the ICT Local Government Act, 2015, and no public hearings were held before the application of the property tax in Islamabad.”

IHC rescinded notification of the 200 percent increase in December of last year; appeals against the ruling are still pending. Islamabad Municipal Corporation collects enhanced property tax.

Subsequently, the court ruled that a new notification be issued within six months.

The court order stated: “MCI shall prepare the tax proposal and invite public comment via publication of notice in newspapers, following which a notification following Section 88 of the ICT Local Government Act, 2015 shall be issued following the law within six (06) months positively.”

However, because the local government was disbanded following the elected members’ five-year terms, the law could not be reviewed, according to Qazi Adil Aziz, a former legal counsel and chairman of UC-11, Islamabad.

On the other hand, the MCI distributed property bills to all residents and owners of residential and commercial properties earlier this month in compliance with the “invalid” notification on the letterhead of the CDA’s revenue directorate.

Khawar Ehsan, a resident of F-11, received a property tax bill of Rs98,100 for the fiscal year 2020-21. His most recent invoice for 2019-20 was Rs33,200.

Shahid Iqbal, a resident of G-9, claimed he was required to deposit moreover Rs50,000 for his eight-marla house, although he previously paid only Rs15,000 in property tax.

Advocate Raja Inam Ameen Minhas, who also got a 200 percent increase in property tax, called it unjustified, stating that citizens cannot be forced to pay such a high tax without any value added to the service.

Additionally, the IHC’s judgment stated that “the CDA lacks jurisdiction and authority to assess or collect property taxes in any form, as this is the only prerogative of the MCI under the ICT Local Government Act, 2015. As a result, any tax demand made by the CDA is illegitimate.”

However, the MCI is depositing all tax revenue in CDA accounts.

When contacted, a CDA official stated that the MCI was collecting the tax according to section 132 of the LG Act and remitting it to the CDA for debt servicing.

As a result, he explained, the CDA is not collecting taxes but is reclaiming the loan from the MCI.

Concerning collecting the 200 percent increase in property tax, the spokesman stated that they generated the invoices to understand that if the CDA’s appeals were denied, they would repay the additional sum to residents and property owners.

According to sources, since the federal cabinet shifted four directorates from the MCI to the CDA in October last year, the latter has had financial difficulties and has had to rely on tax collection.

Qazi Adil Aziz, the MCI’s former legal adviser, informed Dawn that the MCI owed a loan to the federal government. However, he stated that the municipal corporation could repay the debt as soon as it recovered taxes from citizens or generated revenue on its own.

He contended that the CDA could not recover the loan through tax collection, which is being conducted in defiance of a court order and an inappropriate manner.

The IHC reversed the notification of a 200 percent increase in property tax decisions involving nearly 30 identical petitions. The Islamabad Municipal Corporation levies a supplemental property tax.

After 32 years, college in Islamabad is still not functional. Despite 32 years, a college established in Mera Begwal near Bhara Kahu has never opened its doors to students, as successive governments have never made significant attempts to make it function. However, local PTI MNA Khurram Shahzad Nawaz is now attempting to rehabilitate the college.

Residents have petitioned Prime Minister Imran Khan to investigate the matter.

The college is on the outskirts of Islamabad and has seen only one change in the last 32 years: the repair of its building by a public sector university in 2013-14. Since then, the problem has remained unresolved.

Residents and officials stated that a polytechnic institute on Peshawar Road in Rawalpindi was shuttered in 1977 after becoming a frequent site of protests. According to officials, the former administration closed the college and transformed it into an EME college to end the ongoing protests on Peshawar Road.

According to the MNA, a letter has been sent to the education minister requesting that classes begin.

In 1985, the government established a new polytechnic college in Islamabad, and residents donated 232 Kanals to the cause.

Although construction of the structure was completed in 1989, the college has yet to be inaugurated.

Allama Iqbal Open University (AIOU) began classes there in 2013 and also invested millions of rupees in the building’s refurbishment. However, later, the AIOU chose to withdraw from the initiative, even though it had nothing to do with technical education.

A meeting was recently held to debate the college’s future. MNAs Khurram Shahzad Nawaz and Ali Nawaz Awan, Parliamentary Secretary Education Wajiha Qamar, and education department officials attended the meeting. After 32 years, college in Islamabad is still not functional

The participants stated that the structure would house both a technical and a model college. In addition, a part of the structure could also be used as a hospital facility.

According to sources, following the meeting, MNA Khurram Nawaz wrote a letter to Federal Education Minister Shafqat Mahmood pleading with him to make the building operational. The letter, dated Sept 9, stated: “Your attention is invited to the restoration of the Mera Begwal building, which was constructed nearly 30 years ago to provide technical education to the community, but the building has remained abandoned, and the community’s hopes have been dashed.”

The statement conducted a meeting on August 31 to discuss the matter at the community’s request. As a result, the group voted to open the building as a degree completed a meeting and technical college for males according to the letter.

The Federal Directorate of Education would provide teaching and support staff, equipment, and minor building repairs and maintenance.

“Because the community gave 232 Kanals of land, would use the additional property to provide health services to the community. They will build a 200-bed hospital for this purpose.”

According to the letter, regular classes at the college will begin in March and August 2022.

“In this circumstance, please direct your team to speed the process of repairing and maintaining the facility, as well as completing other essential procedures, as quickly as possible, so that admissions can begin at the scheduled times,” the letter said.

On the other hand, a resident stated that previous attempts were made but were unsuccessful.

Chinese companies are irritated by the slow pace of work on CPEC. On Thursday, a Senate panel expressed concern about the slow pace of development on the China-Pakistan Economic Corridor (CPEC) and the dissatisfaction expressed by Chinese companies with the corridor’s scant progress over the last three years.

Saleem Mandviwalla stated that the Chinese were dissatisfied with the pace of work on CPEC and that the portfolio had made no progress in the last three years. “They are in tears,” Mr Mandviwalla said, adding that the “Chinese ambassador has complained to me that you have destroyed CPEC and that nothing has been accomplished in the last three years.”

Special Assistant also endorsed Mr Mandviwalla to the Prime Minister on CPEC Affairs Khalid Mansoor. They stated that Chinese companies were dissatisfied with the government’s institutions and pace of work. He said that he was not happy with the progress of the Gwadar Airport project and assured the panel that things had stabilised.

Mr Mansoor, who joined the government following the ouster of former CPEC Authority chief Asim Saleem Bajwa, briefed the committee on the issues confronting investors regarding compliance with investment and agreement requirements for CPEC – Phase 1 Power Projects. These included payment issues with independent power producers (IPPs), long-overdue overdrafts, the establishment of a revolving account for automatic payments, and an increase to 25% from 7.5pc of sponsors’ post-investment dividends.

The adviser assures the Senate panel that the situation has stabilised.

He stated that the authorities now intend to establish an investment facilitation centre to provide a single point of contact for all Chinese investors. He said that 135 Chinese companies were operating in Pakistan on CPEC and other projects. The top priority now was to re-establish the confidence of those involved in the project.

They informed the committee that it had completed 21 projects totalling $15.7 billion. Ten of these were power projects totalling 5,320MW and a high-voltage direct current transmission line worth $9.6 billion, five infrastructure projects totalling $5.8 billion in the road, mass transit, and optical fibre, two projects totalling $300 million in Gwadar Port and Free Zone and City Master Plan, and four social-economic development projects totalling $140 million. Thirty-one projects worth $9.3 billion are currently being implemented, while 36 projects worth $28.4 billion are being considered.

Mr Mandviwalla expressed resentment that the Planning Ministry did not consider the committee’s proposals and recommendations for various development projects for inclusion in PSDP at the provincial and federal levels.

Asad Umar, Minister of Planning, stated that the National Economic Council gave final approval to the PSDP projects (NEC). “The NEC approval is final,” he added, noting that no project may be brought to the NEC after March 31 next year. The committee directed that relevant sections plan for the coming year to submit required federal and provincial projects to the planning ministry by February.
