Officials from the National Highway Authority said that the Hakla-DI Khan Motorway would remain open till the end of October. According to insiders, the project, which is estimated to cost more than Rs122 billion, has been harmed by various challenges, including a lack of funding.

The approximately 280-kilometer-long project was scheduled to conclude at the end of 2018 but was postponed. On May 27, Communications Minister Murad Saeed stated before the Senate that they would complete the CPEC project by September.

“89 percent of the project’s work has been completed; only bridges remain to be built; it will soon be available for traffic,” he stated during the question hour session. Hakla-DI Khan Motorway would remain open till the end of October.

The NHA officials elaborated on the project’s features, stating divided into five distinct packages. The project’s first package, totaling 55 kilometers in length, begins at Yarik near DI Khan and ends at Rehmani Khel; package two begins at Rehmanikhel and ends at Kot Belian I district Mianwali; package three begins at Kot Belian and ends at Tarap; package four begins at Tarap and ends at Pindi Gheb, and package five begins at Pindi Gheb and ends at Hakla.

They claimed that the motorway would reduce travel between Islamabad and Dera Ismail Khan and connect key highways at the Dera Ismail Khan junction.

After the project is completed, wide swaths of North Punjab, South Khyber-Pakhtunkhwa, and North West Baluchistan would be made available for all manner of commercial activity.

NAB expresses dissatisfaction with the IB housing society’s plot delay

NAB resents IB housing society’s plot delay. NAB and the Intelligence Bureau (IB) housing plan missed its completion deadline, forcing the NAB to pressurize IB to hand up the plots immediately.

The NAB Welfare Cell and the Intelligence Bureau Employees Cooperative Housing Society (IBECHS) agreed on April 29 to transfer over plots to the former on October 31. The IBECHS later changed the deadline for handing over the plots to the NAB cell to December 31.

Given this, IBECHS is considering relocating Sector / Block P and AA to nearby Sector / Block G and AE of Gulberg Residencia Islamabad, where most of the leveled ground has already been purchased.

The IBECHS confirmed the relocation of plots for bureau officials in F-Executive and A-Executive sectors where the land price was considerably higher than Block P and AA. The minutes indicated that would enlarge an existing road linking the main IBECHS blocks to the new location. “The engineering design will begin on August 1 and be completed by October 31, 2021,” it claimed.

IBECHS stated in July that “the procurement of essential land for NAB allottees in Block A-Executive has virtually been completed”.

The meeting minutes noted that “obtaining some of the patches in that specific area” is difficult. The IBECHS extended the project deadline to December 31.

“The land bought for NAB allottees in Block F-Executive is located in Mouza Bhimber Tarar, which is entirely free from any claim of Jammu and Kashmir Housing Society or any other entity”, according to the IBECHS management committee.

It was claimed in the petition by IB deputy directors Ghulam Hussain and Amir Mujahid Khan, along with directors Nadeem Arif Chaudhry and Hafeezullah Khan, that the land in question was “disputed” and that “Jammu and Kashmir Cooperative Housing Society” filed a First Investigation Report on June 16, 2021, in Police Station Koral” against them.

A reporter called IBECHS Secretary Information Mohammad Ali for comment, and he answered but did not respond.

Punjab industrial estates: PM secretariat probes investor plot sales. PIEDMC is selling plots in several Special Economic Zones (SEZs) despite a moratorium, according to the Prime Minister’s Office.
The PM’s office has requested the Punjab Special Economic Zone Authority (SEZA) to verify the data and summary sheets by September 7, focusing on the PIEDMC’s provisional allotment letters, specifically the data and the authority’s capacity to grant such permissions.

The PM’s office advised the appropriate authorities not to sell industrial plots to any investor without getting the SEZ committee’s clearance. A BOI letter dated October 8, 2020, imposed a moratorium on the sale/lease/sub-lease of plots in all SEZs. All SEZs and zone developers were directed to immediately cease all sales, leases, sub-lease, etc.

A decision hold by the board of approvals in its 7th meeting presided over by the PM and notified to the SEZAs and developers by a BOI letter dated January 1, 2021, ended the moratorium.

“Despite the ban, the zone developer—PIEDMC—sold a large number of plots in Bhalwal, Vehari, and Rahim Yar Khan SEZs, as well as the former Quaid-e-Azam Apparel Park. According to Lt-Col retired Shakeel Ahmad Shah, Industrial and SEZ Manager (PM Office/BOI secretariat), the data relevant to these SEZs has been fully endorsed by the SEZA via its letter dated March 4, 2021.

The developer granted land assignment under the name QABP, which was not a notified SEZ at the time, then later after the Board of Directors approved a name change on October 7, 2020.

“We also learned that the PIEDMC is still allocating land without consulting the SEZ committees. Moreover, the record shows that no such case for award of additional land to the specified zone firm has been presented before the corresponding SEZ committee.”

In a letter dated August 30, 2021, the PM secretariat stated: For this reason, “the PIEDMC is requested to retract the minutes described above, as well as the ten letters above for granting zone enterprise status, being void abinitio.”

When contacted, a PIEDMC official denied the claim, calling it an attempt to undermine the PM’s efforts to recruit local and global investment. The moratorium is minor. The BOI is impeding the development of SEZs in Punjab. According to the law, rules, and regulations, we did not sell plots to investors. This act is anti-investor, he said. No SEZs built thus far have followed it.

According to the statute, it could have created no SEZs.

The allotment letter said that the floor-area ratio of the Safa Gold Mall would be 1:5 with 100% coverage, and the number of stories would be ground-plus-four, capping the structure’s height. The NAB charged Rana Abdul Qayyum with deliberately and criminally colluding with CDA officials to earn illicit favors and excessive benefits, costing the authorities Rs1.07 billion.
