Mr. Shakeel Ahmed Mian, Secretary of the Local Government and Rural Development Department, announced that Rs. 98 billion would be spent over five years on municipal urban infrastructure, sewerage treatment plants, solid waste management, and water delivery.

Blue World City Approved By The RDA

The District Council has approved the Blue World City NOC on 13 Dec 2021. This news comes at a time when a lot of negative rumors are spread about this venture regarding its legality. After successful negotiations between the owners and Rawalpindi Development Authority, the decision of jurisdiction between RDA and the district council has been concluded by the Government. This news further boosts the confidence of investors. Furthermore, with the latest NOC update, more investors would fall in line with Blue World City’s approval.

The Governor of Punjab signed a Local Bodies Ordinance 2021 on 11th December 2021, firmly stating that the NOCS of all residential projects should be granted by the district council of Rawalpindi. Although the district council already granted the Blue World City the NOC, vide letter no 532 / 10/ DC dated 07-08-2018.

Blue World City is a remarkable real estate venture by Blue Group of Companies and Shan Jian Municipal Engineering Company. At first, some real estate experts considered it an illegal housing society. The owners of this project have been in negotiation for the NOC for the past few years. Chand Tara Chowk is renamed in honor of a martyred wing commander

Chand Tara Chowk is being renamed in honor of a martyred wing commander. The city managers will pay homage to Nauman Akram, the slain wing commander, at Chand Tara Chowk, near to Shakarparian.

The late wing commander gave his life on March 11, 2020, while flying an F-16 during the Pakistan Day parade practice. The Senate passed the resolution last month. The Senate Secretariat transmitted the resolution to the Interior Ministry and Capital Development Authority (CDA) for review and approval.

The memorial will be built by either the Pakistan Air Force (PAF) or the CDA following clearance by the CDA. Although the CDA will decide, there is no obligation to demolish the Chand Tara because a new monument can be created near the chowk. Nonetheless, it would be deleted if necessary.

According to a CDA officer, the pilot did not eject until the very last moment and after guiding the craft away from the metropolitan area. However, he tragically lost his jet and his life in the endeavor. He gave up his life to save the lives of several others.

It is proposed that the aeroplane replica be placed at the monument site as well.

According to the new Quality Control Mechanism, three reports will be generated (QC).

Each report on the initiative will be presented to the National Accountability Bureau (NAB), the Planning and Development (P&D) Board, and the Anti-Corruption Department. LDA collected samples and also gathered the three reports for the Shahkam Chowk Flyover, Sheranwala Flyover, and Gulab Devi Underpass projects.

LDA will finish underpass and flyover projects by February 2022.

During the initial inspection, it is determined whether the construction quality of the project satisfies established criteria. The third report discusses the project’s consistency.

Disbursement of housing loans increases by 80% in 5MFY22. Disbursement of low-cost housing loans increased by 80% in the first five months of the current fiscal year, owing to an increasing volume of applications and a warning from the State Bank of Pakistan (SBP) to banks that they must fulfil targets or face penalties.

The disbursement climbed by Rs23.5 billion between July and November, according to SBP data. Bankers stated various causes for the unexpected surge in loan disbursement, but the primary factor was the government’s and central bank’s continual threat of penalties.

According to the report, the Mera Pakistan Mera Ghar Scheme (MPMG) disbursed only Rs32 million in December 2020.

Initially, progress was glacial, reaching Rs5.223 billion by the end of June 2021.

In light of the poor pace of progress, the SBP and the government began pressuring banks by requiring them to set aside 5% of their loan portfolio for housing and construction to boost economic growth and create many employees.

Bankers attribute the significant rise to the government’s and SBP’s continual threat of sanctions.

On July 15, 2020, the SBP established a mandatory aim for banks to issue mortgage loans and financing to developers and builders while also requiring banks to raise their housing and construction loan portfolios to at least 5% of total private sector credit by the end of December 2021.

Additionally, the central bank chose to penalize banks that fall short of their G-MSS targets in terms of housing units and payments starting on July 31, 2021. Disbursement of housing loans increases by 80% in 5MFY22.

Banks disbursed a total of Rs28.744 billion between January and November 2021, compared to Rs99.7 billion in approved loans.

By the end of November, however, total loan demand had increased to Rs244.9bn due to increased application volume.

In April, the SBP mandated that banks meet obligatory monthly targets for housing units and disbursements (G-MSS targets for the government’s Mark-up Subsidy Scheme) proportionate to their percentage of total banking assets.

The central bank stated that a baseline penalty would be assessed for missed cumulative targets through July 31, 2021, while a larger penalty would be assessed for missed monthly targets.

Each month during FY22, disbursements increased, reaching a peak of Rs6.5 billion in November. Previously, Rs5.3 billion in October, Rs5.4 billion in September, Rs3.8 billion in August, and Rs2.5 billion in July were distributed.

Before FY22, the Pakistan Banks’ Association (PBA) created and distributed a baseline income estimation model to member banks through a collaborative process.

The SBP believes that this estimating approach will alleviate some of the general public’s challenges when seeking house financing.

CDA has also asked the relevant department to work on the repair and installation of street lighting in various important markets, parking lots, and roadways, among other things. The CDA has made funding available for this purpose. Road maintenance departments are tasked with the responsibility of enhancing the capital’s road infrastructure and aesthetics.

Additionally, in order to promote culture and improve the aesthetics of the capital, the regulatory body has mandated that murals and cultural designs be painted on a variety of bus stations and underpasses.

LDA has proposed flyover and underpass projects at Cavalry Ground

LDA has proposed flyover and underpass projects at Cavalry Ground. The Lahore Development Authority has sent Project Concept-1 (PC-1) for approval (LDA). This was a flyover and Cavalry Ground Underpass project. The project has been forwarded to the appropriate authorities for final approval. The project will cost Rs 2.85 billion in total. Additionally, the third project will be cleared for final approval.

National Engineering Services Pakistan has estimated the project’s cost (NESPAK). According to the project proposal, a full-height underpass will be constructed at Khalid Butt Chowk, adjacent to the Cavalry Ground.

Additionally, a single flyover will be constructed at Ghoda Chowk towards Defense Mor. There will be a signal-free corridor for traffic, significantly reducing commute times. Aziz Ahmed Tarar, Director General LDA, approved the design, and Mazhar Hussain Khan, Chief Engineer LDA, forwarded the PC-1 to the Punjab Government.

LDA will complete underpass and flyover projects by February 2022.

PC-1 will be presented at the next Provincial Development Working Party (PDWP) meeting. Punjab will finance the project through its Lahore Urban Infrastructure Development Sector. LDA has proposed flyover and underpass projects at Cavalry Ground.
