A clause in the ordinance stated that “except as otherwise provided by this ordinance, no court or other authority shall have jurisdiction to question the legality of anything done or any action taken under the ordinance by or at the instance of the authority in good faith,” and that “no court or other authority shall have jurisdiction to question the legality of anything done or any action taken under the ordinance by or at the instance of the authority in good faith.” “In no event shall a court issue an order impairing the authority’s anti-encroachment operations.”

According to the ordinance, if an “illegal structure is created or an existing structure is tampered with, damaged, or altered concerning any property,” the responsible person or entity must correct it at their own risk and expense. In the event of non-compliance, the authority will perform the needed function, and the responsible person or entity will be liable for all costs incurred.”

According to the agreement, the cost will be recovered as arrears of land revenue or any other revenue collection method in place if the responsible person or entity is unable to bear it.

According to the ordinance, the authority will designate a director-general as its head for a three-year term that can extend for another three years.

The Authority’s Powers

The body will gather data on assets and properties of various government entities, recommend to the government that these assets be transferred to it for investment, and assume ownership of any asset handed to it, according to the ordinance’s terms.

The document stated, “The authority shall be a body corporate with perpetual succession and a common seal, with power and functions to acquire, hold, and use assets as provided by this ordinance.”

The authority’s headquarters will be in Islamabad, and it will be able to open as many offices as it needs throughout the country with the previous approval of the government.

“Before this, on July 7, the federal (government) approved the formation of a new authority tasked with the recovery of prime federal government properties situated around the country and eventually their disposal to generate funds,” the decree said.

According to him, the department has planted roughly 320,000 trees in Karachi with its limited resources since 2019.
He expressed disappointment that there was no coordination with other agencies and departments in response to a question. “Everyone is working on plantations on their own. The district municipal corporations, the Karachi Metropolitan Corporation, and the several cantonment boards all have their respective responsibilities.”

Officials say the lack of a Karachi-specific law for tree protection and plantation and stringent tree removal restrictions unless approved by an expert committee is a significant impediment to the city’s plantation programmes’ long-term viability.

They highlighted a recent instance in Shah Faisal Colony in which 1,000 fully mature trees were taken down as an example.

“No one, including the police, was willing to collaborate, and we were unable to track down the perpetrators,” a forest official said, adding that the aim of making Karachi green would never come true unless a tree preservation law was enacted and adequately enforced.

CDA to seek Punjab government for land to construct a small dam. The Capital Development Authority (CDA) has decided to approach the Punjab government to build a minor dam in the Simly Dam’s upper reaches. We plan to build a small dam upstream of the Simly Dam at Chinoyot, which is under the Punjab government’s jurisdiction.

The CDA chairman has asked us to raise the issue with the Punjab government,Sardar Khan Zimri, Deputy Director General (DDG) of the Water Management Department. He said that he performed a feasibility assessment for the dam in the 1980s but took no action to build the reservoir.

Mr Zimri stated that will complete construction work in two years when all legalities were fulfilled. The proposed dam will add roughly 20 million gallons of water per day (mgd) to the system. Officials claim a proposed reservoir upstream of the Simly Dam will add 20 million gallons per day to the system.

When asked why a dam was built near Simly Dam, he explained that they would utilise the reservoir to store water during rainy seasons. “It will be a feeder dam because during the monsoon we open the spillways of Simly Dam, but after the little dam is built, instead of squandering water, we will store it to deal with the city’s water shortage,he said.

Chairman Amer Ali Ahmed, according to CDA authorities, presided over a meeting to examine water-related initiatives. The delegates discussed the Ghazi Barotha project, which will provide 100 mgd water to Islamabad and Rawalpindi. However, once work begins, this project will take more than five years to complete. The project will cost more than Rs100 billion to complete.

According to officials, the CDA chairman recommended that instead of focusing on the Ghazi Barotha project, the CDA should look at modest projects that would add around 30 million gallons per day to the system, sufficient to address shortages in the coming years. The chairman reviewed the planned dam study and instructed the engineering wing and the water management directorate to send a letter to the Punjab government.

He also stated that he would ask the Punjab government to enable the CDA to use its land for construction. The chairman of the CDA also ordered the DDG to develop working documents for the Shahdara and Noorpur water reservoirs, both of which can supply the CDA with roughly eight million gallons per day.

ACCORDING TO THE MEETING, the CDA would also dig 23 wells into storing rainfall, which will restore Islamabad’s subsurface water level. Islamabad is a water-scarce city, as the civic body has been unable to add water from any new source to the system over the last few decades. Finally, after more than two decades, the CDA could reclaim two million gallons of water from Rawal Dam the previous year.

The CDA currently gets 60 million gallons per day from three primary sources: Simly Dam, Khanpur Dam, and tube-wells. But, according to CDA’s research, the actual demand for the entire capital is 220 mgd. Since 2008, the CDA has been debating and holding meetings over the massive Ghazi Barotha Project.

“This project is intended to be a long-term solution to the problem. However, no one knows when this project will begin or end. Therefore, instead of relying solely on it, the time has come to look into other options for dealing with the water shortage,said a CDA engineer. He believes that, in addition to the Chinoyot and Shahdara dams, the CDA should look into the possibility of building small dams in the Margalla Hills.
